Chapter 1187: Chapter 8 Volume 16: Breakthrough (Part 2)

”Please convey my thanks to General Leefer.”

In the Patit Club, a venue exclusively for elite gatherings of the wealthy, Robert Kerry casually crossed his legs, glancing at the check on the blue and white checkered tablecloth, while stirring his coffee, he said leisurely, ”He is truly too courteous.”

The captivating music lingered through the luxurious and warm room, much like Kerry’s mood at the moment.

The proposal concerning the bandit army has been officially documented, an expansive thirty-two pages, and a dedicated meeting will be held shortly to discuss it. If all goes well, the final decision could be made within a month.

Recently, this issue has been causing quite a stir among the upper echelons of the Fei Alliance. Naturally, Kerry has become the focal point in everyone’s eyes. For a politician born into a political family, nothing is more delightful than this.

As the music came to an end, in the brief silence, the middle-aged man sitting opposite Kerry smiled slightly and said, ”Mr. Kerry, this matter has nothing to do with General Leefer. It is merely a gift from some who admire you, Mr. Kerry. As for General Leefer, he is merely dedicated to defeating the enemy.”

”Dedicated to defeating the enemy,” Kerry’s eyes flashed, placing down his coffee cup, he sighed, ”General Leefer is a model soldier. Such an outstanding figure has been suppressed by the Command Department for so long, if not for the public outcry, he wouldn’t have been able to showcase his talents until now... hey, if the parliament were in charge, where would such things happen!”

The middle-aged man smiled but did not respond.

Kerry glanced at the middle-aged man, changing the subject, ”It’s laughable how the Leray people deceive themselves. Who doesn’t know that the so-called Sect Mutual Aid Alliance is just a facade. Their true reliance is still on Russell’s Leray Fleet, which ’broke through numerous obstacles, surviving against all odds.’

”Mr. Kerry, although you are not on the battlefield, you have a sharp insight.” The middle-aged man praised.

The middle-aged man’s name was Alex Gambier.

Though his public identity is merely the political director of the Dalapeiya Military District, everyone in Feiyang knows that Gambier is one of General Leefer’s most relied-upon advisors and his spokesperson. This is almost an open secret. Gambier never intended to keep this secret, nor did Leefer.

In Feiyang, many soldiers bear Leefer’s mark. They never intended to hide their identities.

For them, it is an honor.

Gambier has little fondness for politicians like Kerry. And Leefer has little fondness for the United Parliament. The cooperation between both parties is merely a temporary alignment of interests.

In both Leefer’s and Gambier’s eyes, the least needed in this war are these politicians who achieve nothing but can create chaos.

Back when Leray fought alone against Gazalin, battling against Desic, and the Alliance forces of Suss and Jiepeng, it was a brutal fight. Besides issuing some condemnations and protesting mildly at the Human Supreme Council, which was not completely closed yet, what else did the Fei Alliance Joint Congress do?!

Countries were unwilling to be the first to get involved in the war, and the politicians of the Fei Alliance Joint Congress played deaf and dumb.

The United Parliament is the highest authority of the Fei Alliance.

As far back as the founding of the Fei Alliance a few hundred years ago, to avoid conflicts of interest between countries, the Fei Alliance established the United Parliament system.

Parliament is divided into upper and lower houses.

Lower House representatives are dispatched by countries, while Upper House representatives are free senators responsible only to the Fei Alliance, representing no national interests. The two houses operate independently and check each other. The proposals from the Lower House require a minimum number of approvals before being submitted to the Upper House. Similarly, proposals from the Upper House free senators require a vote from both houses.

Throughout the hundreds of years of Fei Alliance cooperation, whether in legislation, oversight, economic consultations, military security cooperation, or in approval decisions related to personnel and budgets in various countries, a complete set of mechanisms has developed.

Overall, despite various defects, the United Parliament has played a significant role in integrating Fei Alliance Member Countries. However, that was during peacetime. When war arrives, it becomes evident that the parliament members cannot keep up with the pace.

Before the outbreak of total war, the parliament was already in chaos.

From the initial invasion of Leray by Gazalin, visionary individuals have called loudly for the United Parliament to immediately remove the constraints of the military budget restrictions used to balance the Fei Alliance countries, clearing the path for war preparations for Fei Alliance countries.

This restriction ordinance was drafted three hundred years ago. After the fall of the Nademia Dynasty and the rapid development of the Fei Alliance, to strengthen control over the Member Countries and ensure tighter military security cooperation, the ordinance to restrict military budgets, army sizes, and prohibit countries from independently mobilizing for war was enacted.

At that time, the ordinance was not wrong. Facing the confrontation with the Western Alliance, the parliament annually assessed the military power of the Western Alliance to develop a unified military security strategy. This avoided both insufficient military strength and resource wastage due to independent actions by countries in an arms race with the Western Alliance.

The Western Alliance also had similar ordinances back then. However, as early as thirty years ago, the Western Alliance repealed this ordinance.

After the outbreak of the Leray war, many realized that the Fei Alliance could no longer shackle itself.
