The Queen's Mage

Yvander cleared his throat.

Everyone looked at him.

He appeared deeply unhappy about this.

“I understand the moral spine of the thing,” he said slowly, as if each word cost grain. “I do. I do not like seeing people chewed up by procedure just because procedure has teeth. But my work is numbers and mouths. So: how much will this cost us?”

Merrow made a scandalized sound.

Yvander waved him off. “No, no. If we are going to make a grand gesture, someone should ask whether it requires linen, guards, rooms, materials, stipend, scribes, meals, fuel, and whatever magical supplies a Royal Mage consumes. Does she eat gemstones? Bathe in moonwater? I have no idea.”

Harrek’s smile returned, very faintly. “If she eats gemstones, we should appoint her somewhere else.”

Marielle snorted.

Allandra sat again. “Her stipend will be drawn from the dormant offices fund.”

Yvander blinked. “We have a dormant offices fund?”

“Yes.”

“What else is in it?”

“Keeper of Royal Swans,” Daravan said.

Yvander stared.

Daravan’s expression was grave. “Vacant.”

Marielle muttered, “Tragically.”

Allandra continued before the council could unravel. “Supplies will be itemized and approved case by case. Lia for medical work. Daravan for security. Marielle for anything that might explode.”

Marielle sat up. “Why am I only just hearing about the exploding category?”

“Because I knew it would interest you.”

“It does. Continue.”

Verya looked mildly pained. “Majesty, cost is not the principal issue.”

“No,” Allandra said. “But it is one we can answer cleanly. I prefer those.”

Yvander gave a satisfied nod. “I can live with dormant swan money.”

Merrow rubbed at his temple.

Harrek leaned forward. “My concern is the watch.”

Allandra turned to him.

Harrek swallowed. “If this appointment passes, the men she injured will say the crown sided with a foreign mage over its own officers.”

“The men she injured failed in their duty.”

“Yes.” Harrek’s smile trembled but stayed. “And men who fail in their duty often prefer being angry to being corrected.”

Daravan nodded once. “That is true.”

“Present this badly, and the lower watch grumbles, the market hears, and the same people who shouted witch decide the palace loves witches more than its own sons.”

“The officers will receive private review,” Allandra said. “And magical-incident retraining.”

“Desperately needed.”

“And public commendation for the watch’s rapid containment of a festival disturbance.”

Harrek blinked. “Majesty?”

“They will be praised publicly for preventing panic. Corrected privately for causing part of it.”

Harrek stared as if she had handed him a wheelbarrow full of gold.

“That would help,” he said.

“Credit where due,” Hagen said. “It gives the watch a story that does not require them to resent your proposed appointee.”

Marielle opened the old statute again. “If we are entertaining this legal resurrection, I have technical conditions.”

Merrow looked aghast. “We are entertaining it?”

“We are not idiots, Merrow. We are weighing whether the bridge collapses before or after we put people on it.”

Allandra gestured. “Conditions.”

“Workspace nowhere near load-bearing ward columns, kitchens, nurseries, archives, glass roofs, or anything I have built recently and like. No unsupervised experimentation until I inspect the chamber. And if she understands Lyehiran wardcraft, I want her consulted on the north wall frost-fracture problem.”

Merrow stared. “You want the Night Fae prisoner inspecting our walls?”

“No. I want the proposed Royal Mage telling me whether the black ice intrusion in the old stones resembles northern spellwork, because I am tired of watching priests squint at masonry and call it spiritual weather.”

Allandra’s attention sharpened. “You think the north wall damage may be magical? Why wasn’t this in your report?”

“I think stone does not crack upward in a spiral because it feels whimsical. And it was in my report. Appendices exist to reward serious readers.”

Allandra made a note. “Accepted.”

Hagen leaned forward.

If you encounter this tale on Amazon, note that it’s taken without the author’s consent. Report it.

“My concern remains loyalty.”

Of course it did.

Allandra looked at him. “Speak plainly.”

He spread his hands. “Very well. She is Night Fae. She is magically trained. She concealed herself in our capital. Her history is sealed. Her bloodline is sensitive. Lyehira may want her. You propose placing her near yourself, near Everly, near our maps, our defenses, our court, and our softest underbelly.”

At Everly’s name, something in Allandra went cold.

Hagen saw that too.

“The oath is weak,” he continued. “It asks her not to betray us, but does not bind obedience, compel disclosure, allow magical enforcement, or require battlefield service.”

“No,” Allandra said. “It does not.”

“Then what prevents her from accepting protection, learning our defenses, and vanishing?”

“The same thing that prevents half this council from doing harm,” Daravan said.

Hagen looked at him. “Honor?”

“Self-interest.”

Marielle barked a laugh.

Daravan continued, “If she betrays Avalusia, she loses crown protection and becomes hunted by both kingdoms. If she serves, she gains safety, resources, status, and time. We do not need blind trust. We need aligned incentives.”

Yvander pointed at him. “That is how granary contracts work.”

Merrow looked faintly ill. “We are comparing royal office to grain storage?”

“It is the first useful comparison we have had,” Marielle said.

Hagen ignored them. His eyes remained on Allandra.

“You trust her,” he said.

It was not a question.

The room seemed to wait.

Allandra thought of Serali’s ink on the page. No obedience. No iron. No father. No pretending this is mercy.

“I trust her to want to live,” Allandra said.

Hagen’s expression did not change.

“And I trust that she knows more of Lyehira’s cruelty than any of us at this table. If she says she does not wish to return, I believe her.”

Merrow frowned. “She said this?”

“She wrote it,” Allandra said.

She turned the amended page so the council could see Serali’s clause.

The Crown will not return the appointee to Lyehira or surrender her to any foreign claimant without her express consent.

Marielle leaned closer.

Yvander read it once and grunted.

Harrek’s smile faded into something more thoughtful.

Verya’s eyes remained on the handwriting for a long moment.

Hagen looked at the clause and then, slowly, at Allandra.

“You allowed her to add this?”

“I asked her to help define the terms.”

“Did you.”

The words were soft.

Too soft.

Daravan’s hand flattened against the table. “The appointment is stronger with consent.”

Hagen’s eyes did not move from Allandra. “Consent is admirable. It is also unusual in emergency appointments.”

“So is appointing a Royal Mage after two centuries,” Marielle said. “If we are already building a strange machine, we might as well brace the weak joints.”

Verya tapped the docket. “I agree. Without consent, this looks like an old office twisted to disguise detention. With it, the office becomes service under crown protection. Still controversial. Less vulnerable.”

Allandra inclined her head. “Then you accept the clause?”

“I accept that removing it would weaken your argument.”

Which was not yes.

But it was not no.

Merrow was still shaking his head. “You are all moving too quickly. This is precisely how bad precedent takes root. One extraordinary case, one emotional appeal, one frightened morning, and suddenly every fugitive with a parlor trick demands crown office.”

“Can they shield against four guards in a market?” Daravan asked.

“Not the point.”

“Can they identify Xuiven military spell structure?”

“We have not seen proof she can.”

“Then test her,” Marielle said.

Everyone looked at her.

The engineer shrugged. “Controlled conditions. Non-combat. I will build something durable.”

Allandra considered.

A demonstration was risk and legitimacy all at once.

Serali would hate it.

Serali might also enjoy making them all look stupid.

The thought came unbidden and far too fond.

Allandra crushed it.

“A private demonstration,” she said. “Limited witnesses. Lia, Captain Daravan, Lady Marielle, and one representative of civil law.”

Verya inclined her head. “I will attend.”

Hagen’s eyes narrowed. “Not me?”

“No,” Allandra said.

His face cooled. “Why?”

“Because this is not a spectacle. You are a prince with a gift for turning rooms into theaters. I do not require that gift here.”

Hagen’s smile returned slowly. “You wound me.”

“Not nearly as often as I am tempted to.”

Verya cut in, brisk and sharp. “Majesty. We are drifting.”

“Yes,” Allandra said. “We are.”

She looked around the table: Merrow frightened of precedent and calling it principle; Verya searching for where the structure would bear weight; Harrek worried about failed men who would resent being reminded; Marielle halfway to designing a test chamber; Hagen watching as if the proposal were not a legal instrument but a crack in the wall between them; Daravan steady at her side.

“We will vote,” Allandra said.

Merrow sat up. “Now?”

“Yes.”

“Without seeing her? Without a demonstration?”

“On provisional appointment pending demonstration.”

Verya’s eyes narrowed. “Conditional seal?”

“Precisely.”

“Then my vote is conditional approval,” Verya said. “Demonstration within seven days. Civil-law review of the oath. Restricted movement until the demonstration is complete.”

“No iron,” Allandra said.

Verya’s lips thinned. “No iron unless direct royal order.”

“No iron,” Allandra repeated.

A long pause.

Verya looked at Daravan.

Daravan said, “If she becomes violent, I am capable of standing between her and whatever she aims at.”

“That is not a legal reassurance,” Merrow said.

“No,” Marielle said. “But it is a practical one.”

Verya exhaled. “No iron, provided guard presence remains.”

“Accepted,” Allandra said.

Harrek lifted one hand slightly. “Approval, with watch provisions.”

“Accepted.”

Yvander sighed as if personally funding history. “Approval, provided the dormant office fund is real, audited, and not poetic.”

“It is real,” Daravan said.

“And the swans?”

“No swans.”

Yvander looked disappointed. “Then approval.”

Marielle tapped her pen. “Conditional approval, with engineering oversight, workspace approval, north wall consultation, and appendix dignity.”

Allandra almost smiled. “We will discuss formatting.”

Marielle grunted. “Accepted.”

Merrow looked as if the entire room had betrayed civilization. “Opposed. Strenuously. This is reckless.”

“Recorded,” Allandra said.

His mouth tightened. “Then why ask us at all?”

Allandra leaned forward.

“Because I am queen, not tyrant. Do not make me regret the distinction.”

Merrow shut his mouth.

At last, Allandra looked to Hagen.

He had been waiting.

“I do not object to protection,” he said slowly. “I do not object to extracting knowledge from a foreign mage. I do not even object, in principle, to reviving old law when old law proves useful.”

“How generous,” Daravan said.

Hagen ignored him.

“But I object to haste. I object to secrecy. I object to placing a woman of unknown loyalties into royal office because she has moved you to pity.”

The word landed deliberately.

Not trust. Not strategy.

Pity.

Allandra felt the bond flare under her skin, hot and furious. Something protective and sharp enough to cut bone.

Daravan shifted beside her.

A warning.

Allandra steadied herself before speaking.

“You mistake me,” she said. “If this were pity, I would give her a purse and a ship and call myself merciful while she was dragged back across the border within a week.”

Hagen’s expression flickered.

“This is not pity,” Allandra continued. “This is recognition that Avalusia is strongest when it knows the difference between an enemy and someone who has escaped one.”

Verya looked down at the table.

Harrek’s smile disappeared entirely.

Marielle stopped tapping.

Allandra let the words stand.

Then she said, “Your vote, Hagen.”

He looked at her for a long time.

Then he smiled.

“Abstain.”

Daravan’s jaw tightened.

Merrow turned to him in disbelief. “Your Highness—”

“I said abstain.” Hagen’s voice remained pleasant. “My concerns are on record. If the appointment succeeds, Avalusia gains a useful tool. If it fails, I would prefer my hands clean of the experiment.”

Allandra held his gaze.

There it was. Not opposition. Not support.

Distance.

A blade kept sheathed so it could be drawn later without fingerprints.

“Recorded,” she said.

Verya closed her docket. “Then the provisional appointment is conditionally approved, pending oath review and demonstration.”

The words rang strangely.

Too formal. Too small.

Allandra looked down at Serali’s handwriting.

“This council is adjourned.”
