Beneath the Red Dragon

Though the Ogre Giantess Fafnir continued to dress boldly and scantily in translucent silk before the Red Dragon, revealing the advantages of her figure, compared to the maid outfits specially tailored by the Red Dragon for his maid, she appeared a bit conservative.

At this moment, Fafnir was holding letters and books of records, softly recounting matters Karon wanted to understand and needed to know.

”The Giant Dragon Merchant Group, hosted by Goblin Shanshan, has submitted the revenue of various industries from last year. According to the statistics provided, the cultural industry roughly maintained a balance of income and expenditure last year,”

Fafnir, with the letter in her left hand, narrated with her gentle voice. Her plump legs cushioned the Red Dragon’s left claw, while her right hand gently tapped the robust muscles of the Red Dragon, massaging her master’s muscles.

”But in other industries, the profits are bountiful, with the most profits gained from the salt and iron mines, accounting for about half of the total profit, exceeding the profits from rare minerals such as Golden Gems produced in the Dragon Group Territory.”

Karon slightly narrowed his eyes and nodded. At the initial stage of the territory’s establishment, he adopted a salt and iron monopoly system. With the development rights taken back into the territory, the substantial benefits these fundamental resources brought to the territory were anticipated by him.

Fafnir then recounted the earnings from various other industries, finally adding,

”Goblin Shanshan, upon hearing that a major festival is approaching in the territory, has already led the hired fleet loaded with the earnings, preparing to set off from the Babi Sea Port on the Central Continent to congratulate you, and has applied to the territory for some powerful guards to protect your property until it successfully reaches the territory.”

”Hmm,” Karon finally spoke, the unique voice of a dragon echoing in the spacious hall, ”You can dispatch a team of Flying Dragon Riders and the Elite Battle Corps for protection. During the celebration, arrange an appropriate spot for it!”

Fafnir nodded gently, quickly recording her master’s requests with a quill pen in her left hand.

”Also, although Goblin Shanshan is loyal enough, the Dragon Group Territory cannot rely solely on a single merchant organization. It needs some motivation and a sense of crisis,”

Karon’s half-closed eyes sparkled with a wisdom known as political acumen, ”You need to select a few capable individuals, preferably humans, and have them form new merchant groups,”

”The territory’s industries will increase, so let them manage some of the other industries, and also allow them to participate in the industries originally operated by Goblin Shanshan.”

”Yes, Master,” The Giant Demon Fafnir gently moved her somewhat numb long legs. Even a dragon’s single arm felt heavy to the giant demon after being placed for too long.

”How are the territory’s finances,” Karon did not retract his claw. He was lazy to move and enjoyed the sensation.

”Due to some of the early taxes not being perfected, leading to a loss of some revenue for the territory, however, the production revenue and taxes of the territory have been sufficient to support the expansion and construction without needing funds from the Dragon Group’s Treasure Vault to support,”

Fafnir introduced extremely seriously, ”Currently, various noble lords who split from the Gata Empire on the Northern Continent are preparing for war actively. In some areas, the battles are quite intense, so the weapons business within the territory is particularly booming,”

”Additionally, the horses cultivated by those Elf Druids are very popular among the Northern Countries; the revenue of the Beast Park has exceeded expenditures by nearly fifteen times,”

”If it weren’t for some newly opened basic industries such as shipyards, metallurgical plants that had to be developed, and with the Ministry of Finance allocating a hundred thousand gold coins, the territory would already be considered very lucrative this year.”

”According to the regulations, after deducting the welfare distributed to officials at all levels at the end of the year, there is still a substantial portion of the revenue left. I have already submitted the relevant documents to Lord Gomot for review,”

Fafnir did not withdraw her leg, resembling moist jade; instead, she raised the Red Dragon’s claw onto her thigh.

”Hmm, keep half of this revenue, inject it into the Ministry of Finance’s fund reserves, extract the other half, and I will have a use for it.”

Karon opened his mouth, swallowing a piece of honey fruit handed to him by the Elf Maid, chewing, and speaking vaguely.

Perhaps it was because females are often more meticulous than careless males; Karon found Fafnir very proficient in financial management and coordination.

Due to Fafnir’s soul being long subject to the Red Dragon’s condition, the Red Dragon also appointed Fafnir as the personal financial officer in charge of the specific revenue and expenditure of the Dragon Group’s Treasure Vault, rather than an official financial officer within the territory.

The administrative responsibilities of the Land of Golden have gradually been transferred to the industrious model worker, Blue Dragon Akzhi. This young dragon, stationed in the sea for years and adept at territorial governance with the Blue Dragons, is now ready to bear more responsibilities.

Fafnir then reported to Karon the handling of the Dragon Descendant Wolfman Saha issue.

Karon had long received Saha’s report, but now that the territory was on the right track, dealing with certain matters required a bit more procedure and formality.

”Let’s do it this way; let these wolfmen stay in my laboratory for a few days; they’ll be very compliant by the time they come out,”

”In the future, let Saha oversee them. Although Saha will retain the title of Commander of the Imperial Guard, the warring heart of this werewolf is not suitable for staying in the Imperial Guard,”

Karon deliberated slightly and said, ”In the future, the territory will have comprehensive military forces on land, sea, and air, as well as battle corps capable of fighting in special environments. Let Saha apply to the Ministry of Military Affairs to establish a Nightwalker Battle Corps.”
