Chapter 61, The Upright Faction and the Moderate Faction

“Major exam?” Qian Xiong let out a cold laugh while he shook his head, “This brat has made such a huge mess! Who knows what the consequences he’ll face! How does his performance in this major exam matter now?”

At these words, everyone was stunned again. They could not comprehend what Lu Fan had done to provoke a Special Envoy from Dragon Capital. From this Special Envoy’s tone, it seems like Lu Fan had committed a grave offence.

For a moment, Bai Hengjian did not know how to respond.

At this point, Qin Shanhai’s expression had become particularly grim. He stepped forward and grabbed Qian Xiong, saying, “Old Qian, let’s talk in private!”

Qian Xiong remained unmoved, shaking off Qin Shanhai’s hand. He said righteously, “City Lord Qin, don’t try to get familiar with me. I already know that you bear some responsibility in this matter. The higher-ups haven’t decided on your punishment yet, so you’d better behave yourself. If you interfere with my job, I’m afraid even you won’t escape unscathed!”

Qin Shanhai frowned slightly, then said, “I understand what you’re saying, but there are some things I need to make clear to you. These words will only benefit you. They won’t harm you.”

“You, being kind?” Qian Xiong laughed coldly in disbelief.

“Just come with me, it won’t take much time,” Qin Shanhai said, forcibly pulling Qian Xiong aside. At the same time, he addressed Bai Hengjian and others, “Continue maintaining order in the exam hall and supervise the students!”

The principals nodded in agreement. Exchanging glances, they returned to their seats at the table.

Qian Xiong, pulled to a secluded spot by Qin Shanhai, spoke first, “City Lord Qin, I don’t know why you’re favouring that Commoner, Lu Fan, but I must warn you, the consequences of this matter are severe. Extremistis Country has already started applied huge pressure on the higher-ups. Even if this boy is your relative, you’d better not meddle in this. Considering your years of service as City Lord of Jianghai City, with your other achievements, you might just be demoted three ranks. If you continue to protect him, you might be completely stripped of all your positions!”

Qin Shanhai nodded, “I understand what you’re saying. But we can’t just listen to one side of the story from Extremistis Country, can we? I’ve already written a report about the whole incident and sent it to Dragon Capital. They should be aware of the whole picture of the incident.”

“Qian Xiong, our Dragon Country is a great nation. When people from Extremistis Country come to bully us, as citizens of Dragon Country, are we not allowed to resist? Princess Jin Zhu from Extremistis Country came to our Dragon Country with impure motives. They intend to poach our talented youth. What happened was Lu Fan had firmly refused their offer and he had angrily rebuked their insulting remarks about our country. In my opinion, he should be commended. He should not sent to Dragon Capital just to give Extremistis Country an explanation!”

As he spoke, Qin Shanhai became increasingly indignant. “If Lu Fan is punished for this, where is the dignity of our Dragon Country?!”

Qian Xiong glanced at Qin Shanhai, unmoved by his words. “I know what you’re saying, but some things aren’t as simple as you think. Regardless of the fact, violence was used against their Little Princess. This has already been established, and Extremistis Country has applied pressure upon this point multiple times. It is a fact that we must give some kind of explanation. Whether that explanation is punishing the student who struck out, or addressing the matter factually without conceding an inch, it depends on the will of the higher-ups in Dragon Capital. As for me, I’m just here to do my job. That is to take the culprit away. Telling me all this is useless. Also, I advise you to not relay what you just said to Dragon Capital. If you get too involved in this matter and it backfires, you’ll be in trouble.”

Qin Shanhai fell silent. He could tell that Qian Xiong’s arrival in Jianghai City to take Lu Fan away did not necessarily mean Lu Fan would be punished for hitting Princess Jin.

How to handle this matter still depended on the attitude of the higher-ups in Dragon Capital.

Qin Shanhai knew that there were two major factions among the higher-ups in Dragon Capital. One faction was upright and principled; if they handled this matter, Lu Fan would surely be safe, and might even be hailed as a hero.

The other faction had a relatively moderate style of handling affairs, advocating harmony when faced with issues. If they handled this matter, they would likely prioritise national interests and try to find a way to quell this conflict.

It was obvious that since the Jin Family from Extremistis Country had applied pressure, they must have contacted people from the moderate faction.

After all, Extremistis Country knew they were in the wrong and dared not to approach the upright faction. Otherwise, if a citizen of Dragon Country hit their Extremistis Country Little Princess, and Dragon Country not only refused to apologise but publicly stated – ‘Well done!’ – how deep in the mud would the faced of Extremistis Country and the Jin Family be?

As for truly getting angry, what could they do? Extremistis Country was too weak compared to Dragon Country. They could make some noise, but they would not dare to take any retaliatory measures even if they had ten times the courage.

It was contrary to what most people would think but the matter of Extremistis Country’s Little Princess being hit was not actually that big of a deal.

The upright faction, which has been growing increasingly powerful, only focused on handling truly important matters. Although Qin Shanhai was not in Dragon Capital, he had heard that something major was about to happen there. The upright faction had all their attention on this matter. Thus, there was no way they would care about the ‘small’ fuss from Extremistis Country.

Therefore, this matter would likely fall into the hands of the moderate faction, which was why Qin Shanhai was so worried.
