The Queen's Mage

By morning, Serali had decided that being comforted was humiliating but effective.

This was inconvenient.

She had slept.

Not well. Not peacefully. But she had slept with Allandra beside her, one of Allandra’s hands folded loosely around hers, the fire burning down in the grate, and Vulmar’s voice kept outside the room for several stolen hours.

Morning, unfortunately, had returned him.

Not literally.

Only in the shape of papers, strategy, and a summons that was not a summons because Allandra had learned too much to make that mistake.

The council chamber felt smaller than it had the previous day.

Maps covered the center of the table now, replacing petitions and engineering diagrams. The western marches. The northern and eastern border forts. Trade routes that had remained little more than faded ink since the ceasefire. Veryya’s legal folders sat stacked beside them, neat enough to suggest she intended to bury a king beneath documentation if necessary.

Serali took her usual seat.

Allandra entered last.

No herald announced her.

No ceremony followed.

She took her place at the head of the table and looked once around the room.

Everyone was present.

Serali caught sight of Veryya across the table.

Lady Veryya wore one of her usual court dresses, dove grey with silver embroidery at the cuffs, every pleat and fold perfectly arranged.

The woman wearing it had plainly not slept.

There were faint shadows beneath her eyes that powder had failed to conceal, and an untouched cup of tea sat beside a stack of neatly tabbed documents thick enough to suggest she had not slept at all.

Serali, at least, had managed a few uneasy hours.

Veryya appeared to have billed the night instead.

Allandra folded her hands. ”Lady Veryya.”

Veryya inclined her head.

”Your assessment?”

Veryya looked down at the opened letter for a moment.

”I believe the legal term is...” She turned a page. ”...a disaster in polite handwriting.”

For one miraculous heartbeat, Hagen almost smiled. ”So it is not war?”

”No.”

She opened the first folder. ”That is what concerns me.”

Silence settled.

Veryya folded her hands. ”His Majesty King Vulmar has not declared war.”

”He has not issued an ultimatum.”

”He has not accused Avalusia of military aggression.”

She paused.

”He has instead asserted that Princess Serali Xuiven—”

”Royal Mage.”

The correction came from Serali automatically.

At the same instant, Allandra said,

”Serali.”

Veryya looked between them without missing a beat.

”Precisely.”

She closed the letter.

”King Vulmar has named the Royal Mage as his daughter.”

She let that settle.

”In doing so, he is doing more than acknowledging paternity. He is asserting membership in the House of Xuiven.”

Her gaze moved around the table.

”In other words...”

”...he is claiming she is a Lyehiran princess.”

The title hung in the room.

Serali’s expression tightened. ”I am not.”

”No,” Allandra said evenly. ”You are not.”

Veryya inclined her head. ”Nor will this council refer to you as one.”

She made a small note in the margin of the draft.

”Our correspondence will continue to use ’Royal Mage’ or ’Lady Serali,’ as appropriate.”

Serali let out a breath she hadn’t realized she’d been holding.

Names mattered. Titles mattered more.

Veryya continued. ”King Vulmar’s letter asserts that the Royal Mage remains subject to the authority and protection of the Night Crown by birth.”

”That Avalusia is unlawfully detaining a member of the Lyehiran royal family.”

”And that she must therefore be returned.”

She folded the letter shut. ”That distinction complicates his legal argument.”

Merrow frowned. ”Complicates?”

”It strengthens it.” Veryya answered without hesitation.

”If Serali were merely his acknowledged daughter, his claim would be weaker.”

”If she is a princess of the ruling house...”

”...he can argue that this is a dispute between sovereign crowns.”

She paused. ”Which is considerably more difficult to dismiss.”

Daravan leaned forward. ”Legally.”

”Yes.”

”Politically?”

Veryya met his eyes. ”Potentially much worse.”

”Because it gives him options,” Daravan said.

Veryya nodded. ”He is not asking for war.”

”He is asking for compliance.”

”And if compliance is refused...”

She didn’t finish.

She didn’t need to.

Harrek spoke quietly. ”Then he claims every peaceful avenue has been exhausted.”

”Exactly.”

Daravan rested both hands on the table. ”He isn’t preparing to fight a war.”

He looked around the room. ”He’s preparing to justify one.”

Silence settled over the chamber.

Yvander was the first to break it. ”Would anyone believe him?”

Hagen answered. ”Some would. Especially if they heard only his version.”

Veryya nodded. ”That is why the legal record matters.”

”Not because King Vulmar will be persuaded.”

”Because the kingdoms watching him might be.”

Another silence.

Then Yvander asked the question no one else had wanted to. ”Can we afford another war?”

No one answered immediately.

Finally Daravan spoke. ”The last one never truly ended.”

Harrek’s jaw tightened.

Hagen looked down at the border map without speaking.

Serali realized, suddenly, that every veteran in the room had become perfectly still.

Daravan tapped the eastern frontier. ”We signed a ceasefire.”

”We never signed peace.”

His finger traced the mountain passes. ”The forts remain manned.”

South. ”Trade never resumed.”

North. ”The border patrols still exchange steel often enough to remember one another’s names.”

Veryya nodded once. “Our ambassadors still only meet through intermediaries in neutral kingdoms.”

”The difference,” Daravan said quietly, ”between a ceasefire and a peace treaty...”

”...is whether anyone has found a reason to start fighting again.”

The words settled over the room.

Serali looked toward Allandra.

The Queen had not moved.

Only the fingers of one hand rested flat against the tabletop.

Very still.

Veryya opened another folder.

”If this proceeds before neutral arbitration...”

She looked toward Serali.

”...the dispute will not begin with the Royal Mage.”

Merrow frowned. ”Where else would it begin?”

Veryya turned another page. ”Nine hundred and eighty-three years ago.”

Even Hagen looked up.

She continued. ”Lyehira’s claim has never been limited to one individual. They will argue historical injury.”

”The curse,” Serali said quietly.

Several heads turned toward her.

Veryya inclined hers. ”Yes.”

Serali looked down at her folded hands. ”They believe Avalusia cursed the land.”

Yvander frowned. ”They truly believe that?”

”Most of them.”

She hesitated. ”No.”

She corrected herself. ”Almost all of them.”

Her voice remained calm.

”We were taught that Avalusia stole spring.”

She watched the words settle around the table.

”That before the curse...”

”...our winters were gentler.”

”...our fields richer.”

”...our mages stronger.”

No one interrupted.

”It wasn’t taught as rumor.”

She looked down at her hands.

”It was history.”

Silence.

”I...” She hesitated.

The words felt unexpectedly difficult.

”I’ve never actually questioned it before.”

Several heads lifted.

Serali frowned faintly, more at herself than anyone else.

”I spent so long worrying about surviving the palace that I never thought very much about... old stories.”

She looked around the table.

”I suppose I just accepted that Avalusia had done it.”

The admission hung in the air.

Then she blinked.

”...I don’t know why.”

Another silence.

She had crossed the border.

Lived here.

Worked here.

Shared meals.

Walked the gardens.

Nothing she had seen fit the story she had been taught.

She looked toward Allandra. ”Did you?”

Allandra’s expression softened. ”No.”

A simple answer.

”No Avalusian king ever cursed Lyehira.”

Hagen shook his head. ”Not unless someone has become remarkably secretive over the last thousand years.”

Even Serali smiled faintly.

Veryya spoke next. ”There has never been credible historical evidence supporting the claim.”

Serali looked toward her. ”You’ve researched it?”

”I’ve argued against it.”

Matter-of-fact.

”As have generations of Avalusian scholars.”

Daravan folded his arms. ”They don’t preserve the story because it’s true.”

Serali turned toward him.

”They preserve it because it answers a question,” he continued.

Yvander frowned. ”What question?”

Daravan’s voice remained level. ”A kingdom whose harvests fail eventually asks why.”

”If no answer exists...”

”...people begin looking toward the throne.”

Understanding spread slowly around the table.

Hagen leaned back in his chair. ”So the throne teaches them to look somewhere else.”

Daravan nodded once. ”Exactly.”

Hagen’s expression grew thoughtful. ”External enemies have held together weaker kingdoms than Lyehira.”

Veryya made a neat note in the margin of her papers. ”History repeatedly supports that conclusion.”

Serali looked back down at the map.

She thought of every winter she had spent shivering in the palace.

Every failed harvest she had heard the servants whisper about.

Every child born without magic whom someone had quietly called another consequence of the curse.

She had believed all of it.

Not because she had investigated the evidence.

Because everyone around her had repeated it.

The realization was strangely unsettling.

If something so old...

so ordinary...

could be wrong—

What else had she never thought to question?

Allandra broke the silence. ”Then he won’t present this as a dispute over one woman.”

Serali looked up.

”No,” she said quietly. ”He’ll present it as proof.”

”Proof of what?” Harrek asked.

”That Avalusia steals from Lyehira.” Serali’s voice had gone distant. ”Our harvests. Our magic. Our future.” She swallowed. ”Now his daughter.”

Veryya closed her folder. ”Which means the legal argument will become public argument.”

Harrek cleared his throat. ”If it reaches the streets...”

”It will,” Hagen said.

Harrek nodded. ”...then agents will follow.”

”Not immediately.” He pointed toward the harbor district. ”They’ll start with rumors. Then provocateurs. Then someone will decide a riot is cheaper than an army.”

Marielle looked up from the border fortifications she had somehow begun sketching over. ”The north wall is still insufficient.”

Everyone looked at her. ”It is.”

She looked genuinely puzzled. ”If we’re discussing war.”

”We are discussing possibilities,” Allandra said.

”Yes.” Marielle nodded. ”So we should improve the wall.”

Reasonable. Entirely Marielle.

Merrow finally spoke. ”If returning the Royal Mage prevented another war...”

No one interrupted him.

Not immediately.

He looked around the table. ”I lost two sons in the last campaign.”

The admission settled quietly into the room. ”I know I am not alone.”

Harrek lowered his eyes.

Daravan remained perfectly still.

Merrow folded his hands. ”If there were any certainty...”

”...any certainty at all...”

”...that surrendering one life spared thousands...”

He looked toward Serali. ”I believe we would be obligated to ask the question.”

Silence lingered.

Then Daravan answered. ”No.”

The word was immediate.

Absolute.

Merrow met his gaze. ”You cannot know that.”

”I know enough.”

Daravan’s voice remained calm. ”I know King Vulmar denied sending assassins into this palace while their blood was still drying.”

Silence.

”I know he accepted a ceasefire only after both kingdoms were too exhausted to continue.”

”I know there has not been a single season since without blood on the border.”

He looked directly at Merrow.

”If he wants another war...”

”...surrendering one woman will not purchase peace. It will teach him what threats succeed.”

Merrow’s jaw tightened. ”Perhaps.”

Veryya spoke before either man could continue. ”There is another difficulty.”

She turned one page in her notes.

”If Avalusia complied with King Vulmar’s demand...”

”...we would be admitting his claim was legally valid.”

Merrow looked toward her.

She continued evenly. ”That the Royal Mage was wrongfully detained.”

”That the Crown acted unlawfully. That King Vulmar’s authority over her superseded our own.”

She looked around the table. ”He would not stop there.”

Another page. ”He would seek reparations.”

Yvander frowned. ”What kind of reparations?”

”The kind no kingdom could reasonably pay.”

She did not hesitate.

”Gold, trade concessions, territory, political guarantees, recognition of Lyehiran legal authority.”

She closed the folder. ”If we accepted those terms...”

”...Lyehira gains more through diplomacy than it could through victory in war.”

”And if we refused?”

Veryya met his eyes. ”Then King Vulmar declares that Avalusia negotiated in bad faith.”

Another silence. ”He acquires both the moral argument...”

”...and his war.”

Merrow sat back slowly. ”So even surrender accomplishes nothing.”

”No,” Veryya said.

”It merely changes when the war begins.”

Hagen had been quiet.

Now he spoke.

”I considered another possibility.”

Allandra looked toward him.

”I thought...” He chose the words carefully. ”...that we might persuade Serali to leave Avalusia.”

The room froze.

”Not return to Lyehira.”

”Aurenne, under Queen Celestine’s protection.”

The temperature in the room seemed to drop. Allandra did not speak. She simply looked at him.

Serali had seen the Queen angry before. She had never seen anything quite like that look.

Hagen noticed, and raised one hand. ”I know.”

”I abandoned the idea.”

”Why?” Harrek asked.

”Because it only protects Serali.”

He looked down at the map.

”If King Vulmar genuinely intends to build toward war...”

”...he simply demands Aurenne surrender her instead.”

He traced a finger westward.

”If Queen Celestine refuses...”

”...he has transformed a dispute with Avalusia into an international crisis.”

Veryya nodded. ”A legally plausible escalation.”

Harrek grimaced. ”Gods.”

Hagen leaned back. ”So no. We do not send Serali away. We do not surrender her. We do not pretend this ends if she disappears.”

He looked toward Merrow. ”The question isn’t how we avoid this. It’s how we survive it.”

The room fell silent once more.

Finally Allandra spoke. ”Then we prepare.”

Several heads turned toward her.

”If King Vulmar truly intends to take this before neutral courts...”

She looked around the table.

”...I do not intend to surrender before the case is even heard.”

Merrow frowned. ”You believe we can win?”

”I do.”

She turned slightly.

”Lady Veryya?”

Veryya inclined her head. ”Legally, our position is considerably stronger than his.”

She opened the folder once more.

”The Royal Mage is an adult.”

She counted the points on her fingers.

”She sought asylum voluntarily.”

”She accepted office voluntarily.”

”She swore her oath voluntarily.”

”She is neither imprisoned nor restrained.”

She looked toward Serali.

”And she has repeatedly and unequivocally refused to return.”

Veryya closed the folder.

”Blood does not grant custody over an adult.”

She allowed herself the faintest trace of satisfaction.

”Nor does parentage extinguish consent. No matter how theatrically a king insists otherwise.”

Serali hadn’t realized how badly she’d needed to hear someone say it aloud.

The chamber grew quiet.

Allandra looked around the table. When she spoke, her voice carried the certainty everyone had been waiting for.

”We will answer.”

No one spoke.

”We will reject King Vulmar’s claim.”

She turned to Veryya. ”You will prepare our response.”

Veryya inclined her head. ”The first draft is already prepared.”

Hagen smiled faintly. ”Of course it is.”

Veryya ignored him. ”It follows the position Her Majesty and I discussed this morning.”

Serali looked up. ”This morning?”

Veryya met her gaze. ”Her Majesty requested an initial legal assessment.”

Serali looked toward Allandra.

Allandra’s expression remained steady. ”No wording has been approved.”

A small pause. ”Not without you.”

Veryya slid the draft across the polished table. ”It does not concede the factual premise of King Vulmar’s letter.”

She tapped the first paragraph. ”It acknowledges receipt.”

Another line.

”It rejects any assertion that the Royal Mage is unlawfully detained.”

Another.

”It refuses his demand for surrender.”

Then she looked toward Serali.

”It also establishes our legal position should this matter proceed before neutral arbitration.”

She read aloud. ”The Royal Mage accepted Crown office voluntarily under witnessed oath. Said oath explicitly rejects involuntary surrender to any foreign claimant.”

Hagen lifted his cup. ”A sentence only Lady Veryya could make simultaneously arid and lethal.”

”It is accurate.”

”It usually is. That is where the aridity begins.”

Allandra’s eyes flicked toward him. ”Hagen.”

He smiled into his tea.

Veryya continued as though neither interruption had occurred.

”The concluding paragraph presently reads—”

She glanced down. ”The Royal Mage does not wish to return to Lyehira.”

Silence.

Serali looked at the words.

They were true.

Entirely true.

Yet...

Something in them felt wrong.

Too gentle. Too polite. As though she were declining an invitation to dinner.

Allandra watched her carefully. ”Only if you want it there.”

Serali looked up. Then back at the page. Vulmar had not invited her anywhere.

He had claimed her.

The response could not merely be Avalusia refusing him.

It had to be hers.

”No.”

Veryya uncapped her pen. ”What wording would you prefer?”

Serali swallowed.

The room waited.

That still felt strange.

People waiting because her words mattered.

”I refuse return to Lyehira.”

Veryya immediately crossed out the sentence.

”And...”

Serali drew one careful breath. ”I refuse any claim by King Vulmar to custody over my person.”

For the first time since the meeting began—

Hagen’s cup stopped halfway to his mouth.

Veryya’s pen paused.

Even Daravan looked up.

”Custody?” Veryya asked.

Serali nodded. ”It is the correct word.”

Another pause. ”It is also the uglier one.”

Veryya considered that.

Then she wrote.

”Yes.”

A small scratch of ink.

”It is.”

Hagen finally lowered his cup. ”A remarkably strong sentence.”

Serali looked toward him. ”Is that a complaint?”

”No.”

His smile was quieter than usual. ”An appreciation.”

Veryya reread the amended paragraph. ”It is legally preferable.”

Serali asked quietly, ”Will he care?”

”No.”

Veryya closed the folder. ”But a tribunal will.”

Hagen nodded. ”Legal precision rarely improves tyrants.”

A beat. ”It does, however, give neutral judges something useful to quote.”

Allandra looked once around the council.

”We answer the claim...”

”...without accepting its premise.”

Then Allandra turned to Daravan.

”And while Lady Veryya prepares for the possibility that King Vulmar intends to follow the law...”

Her gaze hardened.

”...you will prepare for the possibility that he never intended to hear our answer.”

Daravan did not hesitate. ”Yes, Majesty.”

No one in the chamber mistook that order for optimism.

Outside, the ceasefire still held.

Inside the council chamber, for the first time in nearly two years, everyone quietly acknowledged that it might not hold much longer.
