The Queen's Mage

Chapter 81: Qualified Candidate

Two days after the demonstration, Allandra brought the final oath to Serali’s rooms and discovered that law was a profoundly inadequate shield against a woman in violet.

Serali stood near the writing table, no longer pale enough to concern Lia and not yet rested enough to convince anyone sensible. The gown Mara had chosen was the same violet one from before, one of a limited rotation Mara seemed determined to make appear endless, its fabric rich despite repetition, its cut still favoring movement over display.

It did not help.

The Heat, Allandra had begun, against her better judgment, to capitalize it, as if it were not merely a condition but a presence, had been worse since the demonstration.

Not constant. That would have been easier, perhaps. A steady blaze could be endured, named, managed. This came in pressure shifts. A room warming when Serali smiled. A pulse under Allandra’s skin when the bond noticed Serali’s attention. A sudden, intolerable awareness of distance, fabric, breath, hands.

Lia had called it weather.

Allandra had begun to resent weather.

Serali looked up from the table as Allandra entered. “You brought paperwork.”

“I brought the oath.”

“Paperwork with witnesses, then.”

“Eventually.”

Serali’s gaze dropped to the folder in Allandra’s hand, then returned to her face. “Should I sign in blood, or is that only for dramatic effect?”

“In ink,” Allandra said, “unless you wish to become a precedent.”

“Not especially.”

Mara, who had been arranging tea with the discretion of a woman pretending she was not part of several conspiracies, set down the tray. “I will be outside.”

Serali looked at her. “Will you?”

“Yes.”

“Why?”

“Because Captain Daravan is in the corridor, and if I remain here, he will stand there looking abandoned.”

Allandra closed her eyes.

Serali’s mouth twitched. “We must protect the Captain from loneliness.”

“It is a domestic duty,” Mara said solemnly, and withdrew.

The door closed.

No lock.

Allandra heard the absence as clearly as Serali did.

For a moment, neither of them moved.

Then Serali reached for the oath. “Let us see what Lady Verya has done to me.”

“To the oath.”

“That is less interesting.”

Allandra crossed to the table and set down the folder. “She strengthened the information-withholding clause.”

Serali skimmed the page, lips moving slightly at the corners. “She likes you.”

“She dislikes weak legal arguments more.”

“You say that as if it is a bad thing.”

“It is a useful thing,” Allandra said, and realized too late how much that sounded like Serali.

She looked up.

Serali’s gaze was already on her.

The table between them was narrow, which was absurd. Allandra had faced cavalry charges with less awareness of a battlefield.

Serali’s smile became deeply satisfied. “Useful?”

“Do not sound so pleased.”

“I enjoy influence.”

“I had noticed.”

“Have you?”

The bond warmed.

Allandra looked down at the oath before the room could become entirely ungovernable. “The council will witness the formal version. You will take it aloud, then sign.”

Serali’s expression shifted.

Not fear.

Not only fear.

“Aloud,” she repeated.

“Yes.”

“In front of all of them.”

“In closed council.”

“That is not the same as private.”

“No.”

Serali looked back at the page. “And if I refuse a line?”

“Then you refuse it before you speak it.”

“And if I refuse the whole thing?”

Allandra’s hand tightened around the folder. “Then you refuse.”

Serali looked at her.

The words stood between them, plain and costly.

“You would let me?” Serali asked.

“Yes.”

“That would be politically inconvenient.”

“Very.”

“You hate politically inconvenient.”

“Frequently.”

Serali’s expression softened by an amount Allandra doubted anyone else would have noticed. “You are becoming reckless.”

“No,” Allandra said. “Careful.”

Serali laughed under her breath. “That word again.”

“It is still the correct one.”

“Is it?”

The pressure in the room changed.

At first, Allandra blamed the open window. Winter sunlight lay pale across the table. Mint steamed from the tea. Somewhere outside, a gull cried over the harbor.

Then Serali’s pupils widened, and Allandra knew.

Want.

Not thought. Not strategy. Not flirtation sharpened into a weapon. Want, sudden and unmistakable, crossing the bond with enough force that Allandra forgot, for one treacherous heartbeat, the council waiting two corridors and a flight of stairs away.

Serali’s fingers tightened on the oath.

Allandra did not move.

Moving first felt dangerous.

Not moving felt worse.

Serali swallowed. “That was not deliberate.”

“I know.”

“Do you?”

“Yes.”

Her voice had gone too low.

Serali noticed.

Of course she noticed.

Her gaze dropped to Allandra’s mouth, then lifted again, slower than safety permitted.

“You are staring,” Serali said.

It was not accusation.

It was a dare.

Allandra felt heat climb her throat. Completely unacceptable. She was queen. She had negotiated border disputes while wounded. She had stared down men who thought grief made women easier to manage. She would not be defeated by a Night Fae woman.

“I am assessing the results of the demonstration,” she said.

Serali’s smile turned wicked. “And what is your assessment, Majesty?”

“I believe the candidate is qualified for the position.”

A silence.

Then Serali said, “I believe the sovereign is easily distracted.”

Allandra laughed.

This story has been unlawfully obtained without the author’s consent. Report any appearances on Amazon.

It escaped harsh and surprised and entirely undignified.

Serali looked delighted.

That made it worse.

Allandra reached for the budget report because paper had never betrayed her with quite this much enthusiasm. “The office is allotted two clerks, a security detail of four, and a research allowance.”

“How generous.”

“There is also an expense line for uniforms.”

Serali’s brows lifted. “Uniforms.”

“If required.”

“Would you prefer me in uniform?”

Allandra’s mind supplied an image so rapidly and with such treacherous detail that she nearly shut the folder on her own hand.

Serali in military black. Hair bound back. Sleeves rolled. Dangerous by choice instead of necessity.

“No,” Allandra said.

The word came out rough.

Serali’s smile faded.

Not with offense.

With interest.

The Heat pressed harder.

The nearest lamp brightened, though the sun was already too much in the room.

Allandra breathed once through her nose. Lia’s instructions. Name the weather. Do not make weather into command.

Serali took one step around the table.

Allandra did not retreat.

“You do not need to be nervous,” Serali said.

“I am not nervous.”

“Then you are bad at hiding whatever that is.”

“I am hiding nothing.”

Serali’s gaze flicked to the lamp.

Allandra looked at it too.

The flame steadied by force.

Serali’s mouth curved. “Nothing is very bright today.”

Allandra almost reached for her.

Almost.

The wanting was not only Serali’s now. It was Allandra’s, rising through the bond, through the Heat, through every carefully fastened layer of queen and law and public duty. She wanted Serali closer. Wanted the retorts silenced under her mouth. Wanted to press her back against the table and learn whether Serali would laugh, gasp, command, or yield only when yielding was victory.

She wanted to be in control.

That truth arrived cleanly enough to cut.

Allandra went still.

Serali saw the change. “What?”

Allandra closed her eyes briefly.

Not a siege.

Not a command.

Not a room obeying.

When she opened them, she reached not for Serali’s waist, not her mouth, but the edge of the oath lying between them.

“We will be late to council,” Allandra said.

Serali’s expression flickered.

Disappointment.

Relief.

Irritation at both.

“They can wait.”

“They will not.”

“They will,” Serali said, “if you tell them to.”

Allandra almost laughed again. Instead she stepped closer, slowly enough that Serali could move away.

Serali did not.

Allandra stopped with barely a handspan between them. “May I?”

Serali’s breath caught. “May you what?”

“Touch you.”

That simple.

That impossible.

For a moment, Serali looked as if the question had landed somewhere bruised.

Then she nodded. “Yes.”

Allandra rested her forehead against Serali’s.

No kiss.

Not because she did not want one. Gods, not that.

Because if she kissed Serali now, the council might wait until spring.

Serali’s eyes closed.

The bond flared, then settled by degrees. Not quiet. Never quiet. But named. Warmth instead of wildfire.

Allandra breathed her in and let the contact ground them both.

When she could trust her voice, she said, “You will take the oath in council.”

“Publicly?”

“Officially.”

“Those are not always different words.”

“Today, they need to be.”

Serali opened her eyes.

So close, the violet looked almost silver.

Serali looked down at the oath.

Choice. The word sat quietly in the room, heavier than heat.

“I dislike being watched while choosing,” she said.

“I know.”

“No, you do not.”

Allandra absorbed the correction. “No. I do not. But I know it matters.”

Serali was silent for a moment.

Then she stepped back, took the pen from the inkstand, and marked one phrase with a sharp line.

“Honor of the Crown is decorative.”

Allandra looked down.

Despite everything, she smiled. “Verya will be displeased.”

“Good. I prefer consistency.”

A knock came at the door.

Daravan’s voice followed. “Majesty. Royal Mage. Council is assembled.”

Serali looked at Allandra. “Provisional.”

Daravan, through the door, said, “I am practicing optimism.”

Serali laughed.

Allandra gathered the oath and folder before she could reach for Serali again.

At the threshold, Serali paused.

Allandra felt the smallest brush through the bond.

Shade beneath winter light.

A knock.

Allandra answered with warmth, carefully held.

Not command.

Not promise.

Only: here.

Serali’s mouth softened by a fraction.

Then Allandra opened the door, and the two of them stepped into the corridor to turn private ink into public law.

Chapter 82: In Ink, Not Blood

Serali’s first council session as Royal Mage began with a chair.

This was, in her opinion, already a mistake.

The chair had been placed near the end of the long stone table, not among the councilors but not far enough away to pretend she was decorative. It stood between Lady Marielle’s mountain of rolled diagrams and Daravan’s empty place beside Allandra, angled just enough that Serali would have to turn her head to look at the queen.

She noticed that immediately.

She also noticed that Allandra had noticed.

Wonderful.

A legal office, a political crisis, a city full of rumors, and the arrangement of furniture had already become a hostile act.

The chamber did not help. Sunlight fell through the glass ceiling in broad green-gold panes, catching on polished stone, gilt inkstands, jeweled rings, and the sharp white edges of documents stacked with ceremonial precision. It was a beautiful room, and Serali distrusted beautiful rooms on principle. In Lyehira, beautiful rooms were where people explained why the ugly thing about to happen was necessary.

At least Avalusia had better chairs.

Serali remained standing beside hers.

Daravan, stationed behind Allandra’s left shoulder, caught her eye.

Sit, his expression said.

Serali lifted one brow.

Daravan’s mouth barely moved.

Please do not begin with the chair.

That almost made her smile.

Almost.

Allandra took her place at the head of the table.

No crown. No Mantle displayed. Only the dark green severity of her formal coat, the signet at her hand, and the sort of silence that made other people remember they had spines only because they were suddenly trying to straighten them.

“Council is in session,” Allandra said.

The room settled.

Verya stood.

Of course Verya stood. If anyone in Avalusia could turn standing into a legal instrument, it was Lady Verya.

“By conditional approval of this council, by private demonstration of magical competency, and by the sovereign prerogative preserved under the Statutes of Luinan Appointment,” Verya said, “this session recognizes the provisional appointment of Serali to the office of Royal Mage of Avalusia.”

Serali’s fingers tightened once against the back of the chair.

Provisional appointment.

Royal Mage.

Avalusia.

The words should have felt like borrowed clothes.

They felt worse.

They felt like clothes someone might expect her to grow into.

Verya continued, each word dry enough to survive burial. “The office is advisory, defensive, and diagnostic in scope. It grants residence under crown protection, exemption from ordinary civic detention for acts preceding appointment, and access to materials and workspaces approved by the crown and relevant supervisory officers.”

Marielle leaned slightly toward her diagrams, as if supervision was the only word keeping her alive.

“Battlefield service is excluded unless separately agreed in writing. Magical enforcement of the oath is excluded. Iron restraint is excluded except under direct royal order in an active security event. Disclosure of private history is excluded except by the appointee’s consent. Surrender to Lyehira or any foreign claimant is excluded except by the appointee’s express consent.”

The council was very quiet now.

Hagen watched from Allandra’s right, amber and cream and mild enough to be dangerous.

Lord Merrow looked as though every excluded thing had personally wounded him.

Yvander frowned at the document, probably calculating whether exclusion required separate accounting.

Harrek’s smile had the strained quality of a man hoping procedure would not become a riot before luncheon.

Serali looked only at the oath.

Her own marks remained on it. One line struck through. Two additions preserved in court script. Verya’s revisions precise around them, not over them.

Not erased.

That was something.

Not safety.

Something.

Verya turned to her. “Serali.”

Not candidate.

Not prisoner.

Not even provisional, though the word still hung over everything like a blade suspended by thread.

“Step forward.”

Serali disliked being summoned.

She stepped forward anyway.

The clerk placed the oath on a narrow stand before her. Beside it waited an inkpot, a pen, and Allandra’s seal.

No knife.

No cup.

No blood.

Good.

Serali looked at Verya. “In ink, then.”

Verya’s expression did not change. “Unless you wish to become a precedent.”

Serali’s gaze flicked, briefly, to Allandra.

Allandra’s mouth did not move.

Her eyes did.

The Heat pressed once between them. Not a blaze. A warning gust before a storm.

Serali lowered her gaze to the page.

Verya said, “Repeat after me.”

Serali almost objected on principle.

Then she saw Daravan’s face.

Please, his expression said, with the exhaustion of a man who had placed too much faith in furniture already.

Fine.

Serali lifted her chin.

“I, Serali,” Verya said.

“I, Serali.”

“Accept provisional appointment to the office of Royal Mage of Avalusia.”

“Accept provisional appointment to the office of Royal Mage of Avalusia.”

The words went strange in her mouth. Not wrong. Strange.

“I will advise the Crown on magical threats within the defined scope of this office.”

“I will advise the Crown on magical threats within the defined scope of this office.”

“I will not knowingly aid Lyehira or any foreign power against Avalusia.”

“I will not knowingly aid Lyehira or any foreign power against Avalusia.”

Hagen’s gaze sharpened.

Serali felt it like the prickle before frost.

“I will not betray crown security entrusted to me under this appointment.”

“I will not betray crown security entrusted to me under this appointment.”

“I will disclose relevant magical threats within the scope of the office, except where disclosure would violate the protections, exclusions, and limits herein agreed.”

Serali paused.

That sentence was ugly enough to be Verya’s child.

She looked at the line.

Then said it.

“I will disclose relevant magical threats within the scope of the office, except where disclosure would violate the protections, exclusions, and limits herein agreed.”

Verya’s eyes flicked once to her.

Approval, perhaps.

Or irritation.

With Verya, the two seemed adjacent.

“And I enter this service by consent, in ink, under the Crown’s seal.”

Serali looked at the pen.

By consent.

In ink.

Under the Crown’s seal.

She could still refuse.

The thought came quietly.

Not because refusal would save her. Perhaps nothing would. But because the door existed. Narrow, watched, full of teeth.

Still a door.

Serali took the pen.

“I enter this service by consent,” she said, “in ink, under the Crown’s seal.”

Then she signed.

Serali.

Just that.

No father. No borrowed house. No surname polished into a collar.

The clerk sanded the signature with shaking hands.

Verya signed as witness.

Then Allandra rose.

The room shifted with her.

Serali did not look at her hands.

That seemed wise.

Allandra stepped to the stand, took the seal, and pressed it into the warm wax beneath Serali’s name.

The mark of the Avalusian crown settled there, red-gold and final.

For one breath, no one spoke.

Then Verya closed the docket.

“The oath is entered,” she said. “The office is recognized under provisional seal.”

Serali looked at the page.

Her name remained.

The wax cooled.

Verya turned toward the waiting chair.

“Royal Mage,” she said, “you may sit.”

Serali’s throat tightened.

She hated that.

She hated more that she sat.

The chair did not bite.

That was something.

It did, however, place Serali exactly where she did not want to be: visible, named, and close enough to the table that the documents before her could plausibly be considered hers.

A clerk approached with a smaller docket and set it beside her right hand.

Serali looked at it.

The clerk retreated as if the paper might explode now that it belonged to her.

On the cover, in Verya’s severe hand, was written:

Royal Mage — Provisional Office Materials

Serali stared at the title.

Royal Mage.

Not candidate.

Not prisoner.

Not guest, ward, witness, hostage, or inconvenience.

An office.

A fiction with ink under it.

Hagen leaned back in his chair. “Welcome to government.”

Serali looked at him. “That sounded like a threat.”

“It often is.”

“Hagen,” Allandra said.

He smiled. “A greeting, then. Welcome, Royal Mage.”

Serali’s mouth opened.

Provisional, she almost said.

Verya spoke first. “The office is provisional. The title, once entered under seal, may be used without the modifier except when discussing duration, renewal, or termination.”

Serali turned to her.

Verya’s expression remained dry as dust. “Precision matters.”

Serali considered that.

Then said, “Thank you.”

Verya looked briefly as if gratitude were outside the scope of the proceeding.

Marielle, from the far side of her diagrams, whispered, “Record that.”

“No,” Verya said.

The clerk, who had half-lifted his pen, lowered it again.

Daravan covered his mouth with one hand.

Serali looked down at the docket because looking at Allandra seemed dangerous.

Unfortunately, the bond did not require eyes.

The Heat pressed once between them, not as sharply as it had in Serali’s room, but enough to make the air feel crowded. Allandra’s seal still sat in the wax beneath Serali’s name. Red-gold. Final. The queen’s hand had pressed it there.

Serali could still see the motion.

Could still remember Allandra’s forehead against hers.

Could still feel the careful answer through the bond.

Here.

Serali folded her hands beneath the table.

No one needed to see them.

Allandra resumed her seat at the head of the table. Her face was queen again, composed and unreadable, but Serali had begun to learn that unreadable did not mean empty.

That was inconvenient knowledge.

“Now that the office is recognized,” Allandra said, “we proceed to its first advisory matter.”

Merrow made a faint sound, possibly pain.

Yvander turned a page as if hoping numbers might emerge and rescue him.

Harrek’s smile returned, nervous and already apologetic.

Marielle rose with the expression of a woman who had waited years to be correct in public.

“The north wall,” she said, “is not weather.”
