Chapter 3306: Chapter 3307: Divine Statutes and Regulations

”What is the Divine Charter?” Angel looked at Laplace with some confusion.

Laplace thought for a moment and said, ”You can understand it as a city’s legal directives. People living in the Everstanding King City need to abide by these legal directives.”

As Laplace was answering, the speaker on the main stage happened to mention one of the directives: ”The tenth directive, the launch of the new version of the Urban Planning Law. In the next ten years, a new round of planning will commence in all districts, and all those opposing, obstructing, or interfering with the planning will be subjected to the highest judicial penal procedures...”

The content spoken by the speaker was quite cumbersome, but essentially, you only needed to hear the first sentence, which was ”launch the Urban Planning Law,” and the subsequent long-winded explanations were just ”illustrative examples.”

After listening to the speaker’s words and recalling what Laplace had just said about legal directives.

Angel roughly understood that what the speaker of the Everstanding King City was announcing were actually the rules of the Everstanding King City.

A family has family rules, a country has national laws. What the speaker was describing were the unique rules and decrees belonging to the Everstanding King City.

However, speaking of which, shouldn’t these legal directives be announced internally? Why are people from the Everstanding King City announcing it at a gathering in the Crystal City?

Angel was somewhat puzzled, could they be using internal laws for external promotion?

Angel voiced his doubts, and after listening, Laplace lightly nodded: ”The Everstanding King City announcing directives indeed has a part of it aimed at external promotion. Like the previous eighth directive and ninth directive, both were released for external promotion, attempting to attract talents from various clans.”

Laplace also briefly mentioned the contents of the eighth and ninth directives.

”Eighth directive: A new round of talent recruitment plan will be launched. Anyone who meets any one of the following conditions can be included in the talent recruitment plan and become a new resident of the Everstanding King City...”

The subsequent conditions were numerous, and Laplace did not cover them all, but only picked one or two to mention.

For example, scholars focusing on wisdom or transcendents focusing on combat, as long as they impress the interviewers at the Talent Recruitment Bureau, they can be introduced as new residents.

Also, if you have a special skill, you can be accepted as a special immigrant. These special skills range across various fields, from practically useful alchemy, perfume technology, mirror repair technology, to fulfilling spiritual entertainment through music, painting, acting... basically, all have different settings.

It can be said that the so-called talent introduction in the eighth directive is all-encompassing, and the threshold is not considered high.

In summary, it’s just one sentence: I want to snatch people.

And the ninth directive, in particular, pushed the ”snatching people” spectacle to its peak.

”Ninth directive: The energy barriers of all districts in the Everstanding King City will be opened.”

The Everstanding King City has thirty-six districts, namely six inner city districts, twelve ring city districts, and eighteen suburbs.

These thirty-six districts previously had mutual energy barriers. Simply put, the concentration of aggregation energy in the inner city districts was the highest, relatively lower in the ring city districts, and even lower in the suburbs.

Because of this, people living in the Everstanding King City would all aspire to live in the inner city districts.

Now, however, the energy barriers in all districts will be lifted. This means that except for the suburbs, the concentration of aggregation energy will be completely the same in both the inner and ring city districts.

Although the infrastructure and conditions for cultivation are still better in the inner city districts compared to the ring city districts, the allure is no longer so great that people from other districts would break their heads to try to get into the inner city districts as before.

This not only relieves internal conflicts within the Everstanding King City but also tempts people from other clans.

Even if they don’t acquire citizenship, just vacationing in the Everstanding King City for a period of time allows them to enjoy high standards of aggregation energy, which is quite appealing.

People with these thoughts, once they go to the Everstanding King City and experience the superior aggregation energy, might be tempted to consider gaining citizenship there.

Therefore, the ninth directive can also be seen as a way to snatch people by transmutation.

Angel understood after listening to Laplace’s explanation why Laplace had previously lamented that the Everstanding King City was ”snatching people.”

No wonder the speaker of the Everstanding King City would proclaim the Divine Charter in front of representatives of various clans.

This is indeed a means of external promotion.

Just as Angel was thinking this, Laplace suddenly added, ”However, the Everstanding King City narrating the Divine Charter is not merely for external promotion, it also carries a warning.”

”A warning?” Angel was taken aback, what does this mean? Could it be that the previously issued decrees include the ”Military Law” or ”Law of War”?

Laplace shook his head: ”You’re overthinking, the Everstanding King City is too unique in the Daylight Mirror Domain, no one dares to openly wage war.”

The Mirror Space where the Everstanding King City resides is too sturdy, and its internal rules are complete, akin to a real world. Such a Mirror Space is an impregnable fortress in the Daylight Mirror Domain, even if multiple clans join forces, they might not be able to cause any damage to the Everstanding King City.

The only way is through internal disintegration.

But internal disintegration also has many issues... The Everstanding King City is ruled by theocracy, and devotees have deities in their hearts. As long as the deity remains unmoved, undying, and intact, trying to dismantle their faith is exceedingly difficult, almost impossible.

Even the Changhuo Clan cannot overturn the ”Deity” status in the minds of the fanatics.

Because of this, whether in face-to-face battles or covert operations, they have little impact on the Everstanding King City.

Unless... the deity awakens.

But, from the current perspective, the awakening of the deity is still a distant matter.

Laplace said, ”The warning I mentioned is not related to war, but concerns the three Divine Oracles within the Divine Charter.”

Three Divine Oracles? What is that? Angel was puzzled and prepared to ask Laplace. But Laplace clearly saw through Angel’s thoughts and proactively explained.

The Divine Charter is not merely about promulgating legal rules; it also includes: the three Divine Oracles, the six Great Prohibitions, and the eighteen decrees.

The eighteen decrees are what the speaker is currently announcing, containing a lot, including external promotion and internal promotion, as well as some behavioral norms. Since it involves too much and is relatively common, we won’t mention it for now.

Rather, the six Great Prohibitions and the three Divine Oracles are the focus of this Divine Charter release, which is why the Everstanding King City publicly declared it.

The six Great Prohibitions can simply be understood as six things that absolutely cannot be done in the Everstanding King City.

These six things are not legally prohibited, but lawfully prohibited.

There is a fundamental difference between legal prohibition and lawful prohibition.

If the law prohibits you from doing something, you can still do it secretly, and as long as you’re not caught, you can remain unharmed.

But lawful prohibition is different. Once you violate a certain provision, you don’t need others to sanction you; you will be directly crushed by the rule of power enveloping the Everstanding King City.

Unless you possess power beyond the rules. But to surpass the rules, you must at least reach the Legendary Level, and currently, in the Daylight Mirror Domain, there are no known Legendary Creatures. 𝘧𝓇ℯℴ𝓂

Thus, the six decrees of the Everstanding King City actually target all life within the Daylight Mirror Domain.

As soon as these beings enter the boundaries of Everstanding King City, they must refrain from doing these six things.

”The six decrees are not fixed. They change every ten years. As the actual leader of Everstanding King City, the Red Mirror Priest receives the decrees first and promulgates them immediately.”

”Past decrees may no longer need to be followed, but current existing decrees must be observed.” Laplace: ”And now, coincidentally, it’s the time when the new decrees of Everstanding King City are born. Therefore, to prevent outsiders from entering Everstanding King City and suffering the punishment of the decrees, the city must send spokespeople to publicly announce the details of the decrees.”

Because Everstanding King City is an open city, a free trade port, it welcomes all foreign visitors. Therefore, the decrees must be publicly disclosed.

If Everstanding King City chose to go down a path of seclusion in the future, without disclosing the decrees, certainly no foreigners would be willing to come.

After all, nobody wants to unknowingly violate a rule and die.

After briefly introducing this background, Laplace spoke of the six decrees issued this time.

These six decrees left Angel utterly bewildered.

Originally, he thought the decrees might be about very serious incidents, but what Laplace described left him dumbfounded.

Because many decrees are simply behavioral norms of everyday life.

For example, this time, one decree is quite unusual: ”In Everstanding King City, you must not hold a black flower in public places where outsiders are present.”

Black flowers are not common in the Mirror Domain, and generally, it’s hard to violate this decree; nonetheless, it is just a flower.

Angel couldn’t understand why holding a black flower would become one of the decrees.

The most critical part is that these very mundane behavioral norms, once violated, could inexplicably lead to death by the rules. This sounds absurd, like a fairy tale.

Why would Everstanding King City have such decrees?

Who came up with this? Why do this?

While pondering this issue, Angel’s mind inexplicably thought of Mirror Lady... Could this be a consequence left by Mirror Lady? It shouldn’t be, since Mirror Lady herself is indifferent toward Everstanding King City; if indifferent, she wouldn’t need to release malice.

Angel truly couldn’t figure it out, so he turned to Laplace for answers.

Laplace: ”The birth of the decrees has nothing to do with Mirror Lady. I can’t explain what the decrees are, because I don’t understand their origin either.”

”I only know that the decrees are actually a kind of ’phenomenon,’ or you might say ’weapon.’”

Laplace doesn’t know much about the decrees either, but she knows their source... the Gloomy Mirror Domain, also known as the Demonic Ghosts within the Mirror!

Phantoms possess many mysterious phenomena, phenomena that cannot be explained; once you touch them, you might end up inexplicably dead.

Angel had heard some cold jokes before, like ”step into the door first with your left foot, and then what happens,” ”raise your hand first with your right hand, and then something happens,” ”smacking your lips while eating leads to something happening.” These cold jokes that could be very true in the Gloomy Mirror Domain.

And the outcome might be death.

Step into the door first with your left foot, you die.

Raise your hand with your right, you die.

Stop moving for an extended period, you die.

These can become mysterious phenomena of Phantoms, one of the reasons why Phantoms are dangerous. Because everything is so unknown, you have no idea what’s waiting for you ahead.

And if these mysterious phenomena are brought into the Daylight Mirror Domain, they’ll form decrees similar to those in Everstanding King City.

Angel: ”So, is there a mysterious phenomenon from Phantoms in Everstanding King City?”

Laplace nodded: ”That’s correct. But I’m actually puzzled about how Everstanding King City captures and houses mysterious phenomena, and how they discern the specific decrees of mysterious phenomena. These are things I don’t know.”

Perhaps the Red Mirror Priest researched the core of mysterious phenomena? Or maybe Everstanding King City piled up human lives to discover the specific content of mysterious phenomena?

Laplace isn’t clear about this either.

But it can be confirmed that the Red Mirror Priest definitely mastered some regularities of the decrees.

After all, from Laplace’s understanding, the specific content of the decrees is random, but the Red Mirror Priest can minimize the threat of the decrees each time.

Just like this ”black flower” decree. Although holding flowers is a very daily behavior, in the Daylight Mirror Domain, flowers themselves are rare, and black flowers even rarer.

The chances of encountering a situation where one holds a black flower and enters a public place are incredibly low. Unless deliberate, such a situation is generally impossible to occur.

Not only is this decree like this, but another one is similar: ”Within the region of Everstanding King City, do not loudly shout the sevenfold true name of the King of Endless Night.”

At first, Angel didn’t see anything wrong with this decree, and even thought it’s normal not to directly call a ”King’s” true name.

Laplace told him, ”Nobody knows who the King of Endless Night is, not even the Red Mirror Priest.”

If you don’t even know who the King of Endless Night is, how do you call upon his true name?

Especially when this King of Endless Night has a whole ”sevenfold” true name!

Assuming each segment of the true name had only one character, sevenfold names would still have seven characters, all without any logical meaning.

A normal person just shouting randomly would be hard-pressed to call all seven characters correctly at the same time.

Moreover, each segment of the true name may not consist of single characters.

Just like the Thief of Time, who has many names to the public, it’s not because he’s lying, but because he tells others the specific segment of his true name. From Angel’s current understanding of the Thief of Time, his name is approximately: Mithoros. Saturn.xx.xx.xx.Cassini.xx.xx...

This shows that each segment of a true name would consist of more than one character.

Therefore, aiming to completely nail seven segments of the true name and then shout them out loud is basically impossible.

Thus, while these decrees exist with a threat, they’re not as terrifying as imagined.

Generally, these decrees aren’t triggered.

”Being able to reduce the threat of the decrees to such a low level, credit certainly goes to the Red Mirror Priest.”
