The Harbour Master's Rule Book

They did not make the tide.

The Hush closed the channel a little after five, exactly as the almanac had promised it would, folding the whole mouth of the harbour into a soft, impassable grey that no vessel — however urgent its reasons — was permitted to sail into. The packet’s captain, a squat, unbothered woman named Vell who had clearly seen a great many families arrive at her gangway in every possible state of crisis, took the news calmly, having never once in her life found weather worth arguing with.

“Next window’s Thursday,” she said. “Week from today, near enough. I’ll hold the berth if the Harbour will.”

“The Harbour will,” Rolf said, and looked at Penn.

Penn had the language ready, smoothed flat on the desk of the harbourmaster’s shed, a hundred years of dust brushed carefully from its edges: Compassionate Berth Grace may be extended, at the Harbour Master’s sole discretion, where a delay has arisen in the honest and necessary completion of an obligation the Harbour itself required — without further fee, penalty, or prejudice to the original booking. He read it aloud once, formally, and slowly, suspecting as he did that it had not been read aloud in longer than he had been alive.

“A week,” Torran said. He was sitting up straighter now, some colour back in his face, one hand still faintly unsteady where it rested on his knee. “She doesn’t—” He stopped himself again, and this time let the sentence finish anyway, quietly, to his mother rather than around her. “You don’t have a week to spend on weather, and I don’t know how to say that out loud without it sounding like I’m rushing you toward the thing I’m most afraid of.”

“I know,” Nell said. “You’ve been saying it all morning without the words. I heard it every time.”

“I nearly got you delayed by getting myself killed trying to save an afternoon.”

“You nearly got yourself killed trying to take care of me,” Nell said, “which is the only thing you’ve been doing since the doctor’s letter arrived, and I have been letting you do it badly instead of telling you I could see what it actually was.” She reached over and took the hand that wasn’t quite steady yet. “A week in this Harbour, finished properly, with you not carrying the whole of it alone, is not a week wasted, Torran. I promise you that. I would rather have a week done right than a passage done fast.”

Torran was quiet for a moment, looking down at their two hands rather than at her.

“There’s a man on the breakwater,” he said eventually. “Maddox. You said his name to me last night and I didn’t ask about it, because I didn’t want to know anything that would slow us down.” He looked up. “I’d like to meet him properly, before Thursday. Not because the Rule asks it. Because you clearly needed him, and I never once asked you why, in eleven years of you not mentioning him.”

“He’s not an easy man to like on a first meeting,” Nell warned.

“Neither am I today,” Torran said, “by all accounts,” and something in Nell’s face came apart and put itself back together, warmer, in roughly the same motion.

Rolf let that sit exactly as long as it needed to, and then stood, and took the Rule Book from where it had sat closed on the desk since morning, and opened it to the place he had clearly marked before they ever left for the breakwater.

The register read:

Rule 13,983. A person allowed to say goodbye properly rarely causes trouble on the way out.

“I’m not going to pretend to you that I know what ‘trouble’ means, in the strict legal sense, in a Rule this old,” Rolf said — hand gone to the chain of office at his collar and settled there — to the cabin generally, though his eyes stayed on Nell. “Whoever wrote it a very long time ago didn’t define it, which I’ve come to think was deliberate rather than careless. It could mean a line that won’t release. It could mean nothing stranger than a family carrying a wound nobody ever let heal properly, for want of one honest conversation on a dock. I don’t need to know which, to rule on it. I only need to know that the custom this Rule protects was nearly cut short today by fear dressed up as efficiency, and that the Harbour’s own job, when that happens, is to buy back the time fear spent — not to punish anyone for having been afraid.”

He turned the Book slightly, so Nell could see the page for herself if she wanted to, which she did, briefly, before closing her own eyes for a moment and simply nodding.

“Compassionate Berth Grace, granted in full,” Rolf said, closing the Book. “One week, no fee, no penalty, and my genuine hope that it’s the last time in either of your lives you need it.”

“Log it,” he said. “Full Anatomy, Rule 13,983, first invocation — Compassionate Berth Grace as the resolving mechanism, not a new classification. I want the reasoning written in plain enough language that nobody reaching for this in another fifty years has to guess at what it was actually protecting.”

“Already started, Harbour Master.” Penn had, of course, already started; he had the ledger three lines deep before Rolf finished the sentence, and capped his inkwell, visibly satisfied that his obscure specialty had, once again, unexpectedly mattered.

If you spot this narrative on Amazon, know that it has been stolen. Report the violation.

“Might I ask,” Penn added, not looking up from his own careful hand, “when it was last invoked? The Grace.”

Rolf considered this. “Before your desk. Before mine, if it comes to that. I only know of it because a predecessor of mine left a note in the margin of an old register — nothing more than ‘used once, worth remembering’ — and I remembered it, which I suppose is the whole point of writing a note like that in the first place.”

“I shall leave a note of my own, then,” Penn said, quietly pleased to be adding a brick to a wall he expected to outlast him, “so the next clerk doesn’t have to go digging through three drawers and a great deal of dust to find it.” He considered the drawer a moment longer, then closed it carefully, intending to open it again a good deal sooner than the last person had. “It’s a strange thing, minding a Rule nobody’s needed in living memory. You start to wonder whether it’s waiting, or simply forgotten. Today I suppose it was waiting.”

Captain Vell, who had listened throughout without hurry, having heard a great many Harbour rulings over the years and rather enjoying the ones that didn’t involve her directly, allowed herself a small, dry smile. “I’ll tell my crew we’re a week later than planned because of a hundred-year-old footnote. They’ll believe it. This is that sort of Harbour.”

Berth Overseer Hask Corrin found Bjorn on the dock an hour later, checking the ruined coil of parting-line one more time, as though looking at it long enough might explain something it had no intention of explaining.

“Heard about your afternoon,” Corrin said. “I’ve got Berth Six wanting that slot the moment it’s free, and I’m going to tell them it isn’t, for a week, because a Harbour Ruling says so and I’ve decided I’m not in the business of arguing with one of those today.” He looked at the cut line himself, briefly, and something crossed his broad, harried face that wasn’t quite superstition and wasn’t quite not. “Thirty years untied, that line. You believe in any of that? The old talk?”

“I don’t know,” Bjorn admitted. “I know it was rushed, and rushed lines fail. That’s not magic. That’s just rope.”

“Sure,” Corrin said, plainly intending to keep his own opinion regardless, and went back to his six queued berths without further comment, pausing only to glance back once at the coiled line, which he had evidently decided to keep half-believing in, quietly, on his own time, whatever he said out loud to a Harbour Master’s apprentice.

Bjorn found Rolf back at the Office not long after, the kettle already going and two cups laid out, unhurried and economical, the same small ceremony more evenings than either of them could count.

“You didn’t answer him,” Rolf said, without looking up. “Corrin. About the rope.”

“I didn’t have an answer. I still don’t.”

“Good,” Rolf said. “That’s the correct amount of certainty to have about it.” He poured, handed a cup across, and settled into the chair that had, by now, become recognisably his, and sat in it the way he only sat when a day was properly over rather than merely finished. “You asked me this morning whether a whole apprenticeship’s worth of customs law could come with an opinion about somebody’s dying wish. I never actually answered that either.”

“Are you going to?”

“No,” Rolf said, not unkindly, and drank his tea, and Bjorn — who had asked variations of this question of him before, and more than once, and had learned to recognise the shape of the silence that followed it — let it go, this time, without pressing. Some doors, he was beginning to understand, weren’t opened by asking harder. They opened, if they opened at all, on their own schedule, the same way Silas Maddox’s had, eleven years late and no faster for the waiting.

“You did well today,” Rolf said, into the quiet that followed, in the flat tone he used for anything that mattered to him. “Standstill was clean. The Vanish, cleaner. And you found the fourth name without being told to look harder for it — you simply looked at the woman rather than the ledger, which is the part most people your age haven’t learned to do yet, in this job or any other.”

Bjorn, who had not expected praise and had considerably less practice absorbing it gracefully than he had comedic mishaps, managed only, “Thank you,” and then, because the silence afterward seemed to want filling, “Torran thanked me twice on the way back. I didn’t know what to do with the first one, so I definitely didn’t know what to do with the second.”

“That generally gets easier,” Rolf said, “though I notice I’m still working on it myself, so don’t take my word as a promise.” He topped up both cups without being asked.

“Do you think he’ll come?” Bjorn asked. “Maddox. Before Thursday.”

“I think,” Rolf said, “that a man who tells everyone he’s retired and then shows up six mornings out of seven has already decided, and is only waiting for a reason that isn’t entirely his own idea. He’ll come.”

The kettle ticked as it cooled. Somewhere out past the breakwater, the Hush sat patiently over the closed channel, in no hurry at all, exactly as it had been for longer than either of them had worked this dock.

The ledger was on the desk between them, folded shut, seven names and seven crossings-out. Nell had handed it to Bjorn at the shed to hold while she signed, and then, when he had tried to give it back, told him to keep hold of it a minute longer — which he had, and which was still going on.

“It weighs nothing,” he said eventually.

“No.”

“I’ve carried manifests up four flights and not noticed I was carrying them.” He turned his cup in his hands. “I noticed that one the whole way back.”

Rolf considered his tea for long enough that Bjorn thought that was going to be the end of it.

“The Rule is a line and a number,” he said. “Anyone can read it off a page, and most people do. Knowing which piece of paper is heavy isn’t written down anywhere in the Book, and it’s most of the job.” He drank. “You can put it down, incidentally. She isn’t coming back for it before Thursday.”

Bjorn put it down.

Corrin put his head in, once, on his way past the Office window, mostly to report — visibly enjoying being the one holding new information — that Silas Maddox had been seen at Berth Four that very evening, standing some distance off, not approaching, simply looking at the boat a while before he left again. “Might mean something,” Corrin said. “Might mean he likes looking at boats. I’ve stopped guessing at that man.” He lingered a moment longer than his errand strictly required, looking faintly uncertain of himself in a way that didn’t suit his usual harried competence. “For what it’s worth — I’m glad the week held. Didn’t expect to say that about a berth I wanted back for myself this morning.”

Bjorn thought, privately, that Corrin’s own small change of heart meant a great deal too, and said nothing about either one, which he was beginning to suspect was its own small kind of growing up.

Down at Berth Four, the packet sat quietly at her mooring for the week, new line coiled properly and left, deliberately, untied — a small, ordinary act of patience, in a Harbour that had just spent an entire afternoon relearning, the expensive way, what happened when nobody could afford to have any.
