The Harbour Master's Rule Book

Bjorn didn’t remember deciding to reach for the device. He would think about that afterward — how the half-second too much effort Rolf always teased him about simply wasn’t there this time, how his hand had known what it wanted before the rest of him had caught up with the decision — but in the moment there was only Drask’s raised hand, and Tamsin’s rigid, listing weight, and then, abruptly, neither of those things mattering, because Corbin Drask had stopped.

Not fallen. Not struck. Stopped, mid-reach, mid-breath, the particular dead-still of a man arrested somewhere between one heartbeat and the next, held there by nothing either of them could point to and everything the Rule Book quietly assumed they were entitled to when a situation had earned it.

The walkway around them had gone very quiet, the particular quiet of a dozen strangers all deciding, at once, that whatever had just happened here was not theirs to ask about. Bjorn was distantly, absurdly grateful for it. He didn’t have anything left over just then for an audience.

“Sorcha!” Bjorn didn’t look away from Drask long enough to see whether she’d heard him. He didn’t need to. She was already past him, both hands catching Tamsin before her knees finished the job Drask’s single word had started, lowering her to the boards of the walkway with the brisk, unhurried competence of someone who had done this — not this exactly, but something adjacent to it — more times than she’d ever mention.

“Look at me,” Sorcha said, not to Drask, to Tamsin, low and level and entirely unlike the flat clinical voice she’d used in the records room. “Not him. Me. What’s the last thing you’re sure of?”

Tamsin’s eyes were open, and wet, and fixed on something that clearly wasn’t the walkway. “A window,” she said, thin and far away. “There was a window. Somebody’s coat, over a chair.” Her breath caught, hitched, came back. “I don’t — I can’t — “

“You don’t have to. Not right now. Not unless you choose to.” Sorcha’s hand stayed at her wrist, steady, counting something Bjorn couldn’t see. “It held. Do you understand me? Whatever just tried to come loose — it held. You’re not broken open. You’re frightened, and you’re allowed to be, but you held.”

Behind them, Rolf had finally moved, unhurried, to stand directly in front of Drask’s stopped, staring face, close enough that his voice wouldn’t need to carry any further than it had to.

“Corbin Drask.” He said the name the way he said Rule text — flat, exact, entirely without heat, which was somehow worse than shouting would have been. “You are going to stand exactly like this for as long as it takes this Harbour to decide what it’s owed from you, and I promise you, whatever you came here believing you were owed from her, it is considerably less than what’s about to be asked of you instead.”

Tamsin, still sitting where Sorcha had lowered her, looked once at Drask’s frozen, staring face — long enough to confirm whatever she needed confirming, not long enough to owe him anything more than that — and then didn’t look at him again. Bjorn thought, watching her do it, that it was the single bravest thing he’d seen all morning, and no Rule anywhere in the Book would ever be written flat and careful enough to give it the credit it deserved.

The office that afternoon was quieter than Bjorn had expected a room to be after a morning like the one they’d had. Drask was three corridors away, under a Quarantine hold of his own now — a rather less sympathetic one. He’d gone quietly enough, once the Standstill lifted under supervision and two of the Harbour’s own security staff arrived with the cruder, shorter-ranged gear that was theirs to carry rather than Rolf’s or Bjorn’s — quietly, and with the particular wounded dignity of a man who still, even now, seemed to believe he’d been the reasonable one in every room he’d stood in that morning. A Harbour Ban proceeding was already opening against him on grounds that didn’t require anyone to invent a new category to hold him under: coercion, pursuit without lawful cause, and a decade-old pattern the intake clerk’s single careful sentence had been the Harbour’s only written warning of. Existing machinery, Rolf had said, when Perrin asked whether they needed to draft something new for it. It’s usually there already, if you look hard enough for the door it fits through.

Perrin had already drafted the morning’s other necessary business — not a fiction, Rolf corrected him on the word before he’d finished saying it, a classification, and there was a difference, and the difference was the entire point of doing this properly. Provisional Recognition Hold, the ruling read, once Rolf had finished dictating it flat and exact across the table: a status granted to any arrival whose face the Harbour’s own record recognises against an incomplete or unresolved prior file, permitting continued, unrestricted passage while that prior file is properly closed, and expressly barring the old file’s reopening as any kind of proceeding against the person it belongs to now. Perrin read it back once, checking his own hand against Rolf’s words, and didn’t ask any of the questions Bjorn could see him not asking.

“That’s new,” Bjorn said.

“It’s new on paper,” Rolf said. “It isn’t new in spirit. The Harbour’s owed a great many people a version of this ruling. Today it simply got written down.”

Perrin lingered a moment after the ruling was filed, folder still in hand, in the manner of a man who had one more thing to say and wasn’t sure it was his place to say it.

“That clerk,” he said, eventually. “Eleven years ago. The one who wrote down that she wouldn’t say whether she was in danger, without anyone asking him to note it.” He turned the old folder over once in his hands. “I looked him up. Retired now, six years back, nothing dramatic. I don’t suppose he ever knew whether that sentence mattered.”

“It mattered today,” Rolf said. “That’s usually the most any of us get to know about our own paperwork. Whether it mattered eventually, to somebody we never meet, for a reason we’re never told.” He took the folder back and set it, finally, in the drawer reserved for files that were, at last, actually finished. “Write to him, if you like. Tell him it did.”

Perrin looked, for a moment, like a man who intended to do exactly that.

Tamsin sat where she had that morning, a blanket someone had produced from somewhere around her shoulders, a cup of tea she hadn’t touched going cold at her elbow. She looked, if anything, more herself than she had at the front desk — less careful, less performed, the specific rawness of someone who has stopped trying to convince a room she’s fine.

“You could close the file,” Rolf said, when the practical business had been said and there was nothing left in the room but the actual question. “Properly, this time. Quarantine finishes what it started eleven years ago, the hold lifts, the record seals, and you walk out of here exactly as unfinished as you walked in — a woman with a stone under her feet nobody ever tells her about again. That’s within our power to give you, if it’s what you want.”

“Or,” Sorcha said, when he didn’t go on.

“Or you let me finish it the way it was meant to be finished the first time,” Sorcha said. “Properly. Slowly. With someone qualified in the room, and every choice at every step still yours to make, including the choice to stop. You’d remember. All of it. Including whatever’s under that window and that coat.” Her voice didn’t soften the offer, which Bjorn suspected was its own kind of respect. “I won’t pretend that’s the easier door. I can tell you it’s the one that was actually owed to you, eleven years ago, by people who ran out of time, or nerve, or both, before they finished the job.”

Tamsin was quiet long enough that Bjorn found himself holding his own breath waiting on her answer, which felt, distantly, like exactly the wrong thing for him to be doing in someone else’s worst morning.

“Somebody already decided for me once,” she said, finally. “I’d rather it wasn’t twice.” She looked up, and something in her face had steadied, in a way that had nothing to do with certainty and everything to do with having simply chosen. “Finish it properly.”

Sorcha knelt by the chair rather than standing over it, which Bjorn suspected was deliberate, and took both of Tamsin’s hands in hers before she said anything else.

“This will mean staying here in the Hall’s own quiet rooms for the rest of the day, possibly longer, with me and nobody else, going through what’s there a little at a time, in whatever order it wants to come back in rather than any order I’d choose for you. It will not feel kind while it’s happening, even done properly. I need you to hear that before you sign anything. There will be a point, probably more than one, where some part of you will want to stop, and I need you to know now, while you can still think clearly, that stopping is allowed, at any point, for any reason, and nobody in this Harbour will think less of you for it.”

“And if I don’t want to stop?”

“Then we don’t.” Sorcha’s mouth did something that wasn’t quite a smile, the same economical, unshowy warmth Bjorn had seen from her exactly twice before, both times over something that mattered. “Either way, you get to be the one who decides. That’s rather the entire point of doing it this way instead of the other one.”

Rolf nodded once, the way he nodded at a ruling he’d already half-expected and was glad, all the same, to hear said aloud. “Then there’s a form,” he said, and something in his voice made it sound less like an obstacle than a kindness. “There’s always a form. This one just happens to be the good kind — the kind that exists so nobody ever has to guess, later, whether you chose this, or had it chosen for you.”

Bjorn didn’t ask what she remembered, after. It wasn’t his to ask, and Sorcha’s closed office door made the point plainly enough that even Rolf, who could generally be trusted to want every fact filed correctly on principle, didn’t try the handle.

He busied himself instead — deliberately, gratefully — with the tray.

It went back down to the Recognition Hall in one trip, one steady pair of hands, every card sitting exactly where it had been drawn, and not one of them, this time, humming. Bjorn set the tray on the archive counter with a care that had nothing performative left in it, and Perrin, watching from behind the desk, said nothing about it at all, which from Perrin was its own kind of compliment.

“You’re thinking about something,” Rolf said, arriving beside him with two cups of tea that had, this time, actually been made correctly, and handing over the less chipped of the two.

“I’m thinking that Rule doesn’t say the Harbour has to do anything with what it remembers. Just that it does.” Bjorn turned his own portrait card over — the one drawn on his first crossing, filed somewhere in this same Hall, in a tray he’d never once asked to see. “That feels like it should be a comfort. Mostly it just feels like a fact waiting for someone to decide what to do about it.”

“Most facts are.” Rolf didn’t look at him when he said it, which Bjorn had learned, by now, generally meant the sentence was carrying more weight than its length let on. “The Harbour’s memory isn’t kind, Bjorn. It isn’t cruel either. It simply doesn’t let go of a thing just because letting go would be tidier for everyone currently standing in the room. Some days that’s exactly what a person needs from it.” His hand, briefly, found the chain at his collar. “Other days it’s the very last thing anyone wants.”

“There’s a whole world’s worth of paperwork sitting exactly as unfinished as hers was, somewhere in a drawer nobody’s opened in years,” Bjorn said, before he’d quite decided to say it out loud. “Mine, as it happens. I don’t know what’s in it. I’ve never asked.”

Rolf didn’t answer that immediately, which was itself an answer of a kind Bjorn was still learning how to read.

“Do you ever wonder what’s under yours?” Bjorn asked instead, nodding at Rolf’s own chain, at the small, permanent vanity Bjorn had long since stopped teasing him about. “Whatever the Harbour’s remembering about you that you’d rather it didn’t.”

Rolf’s hand, still at the chain, went very still. “Every day,” he said, and didn’t elaborate, and for once Bjorn didn’t push. Some stones, he was beginning to understand, belonged to the person standing on them, and no amount of curiosity earned him the right to go digging at someone else’s.

“Which was today?”

“Ask me again in eleven years,” Rolf said, and didn’t smile, quite, and went to go and finish the paperwork that made the whole institution’s memory, however inconvenient, worth keeping at all.

Behind him, the same captain from that morning’s queue was still holding forth to anyone who’d listen, now on the entirely unrelated subject of berth fees, and the desk clerk was absorbing it with the specific, practised patience of a man who had decided, somewhere around his third year in the job, that some tides simply had to be waited out.

Bjorn stayed a moment longer at the counter, looking at the tray of quiet, unremarkable cards — a thousand ordinary faces, filed and remembered and, apparently, never actually forgotten at all — and thought, not for the first time and almost certainly not for the last, about a small grey-zone world of his own that the Harbour had never quite gotten around to writing down properly either.

Not yet, he thought, and, for once, didn’t mind the words half as much as usual.
