...

Working through King Samudrasena’s terrified decrees, Xun You implemented the rigid, efficient Hengyuan administrative model. He introduced standardized imperial weights and measures, double entry bookkeeping for all tax collections, and a strict, merit based system for lower level magistrates. To ensure optimal government work, thousands of native clerks were forced to learn the Hengyuan abacus under the threat of losing their livelihoods.

However, the most drastic and controversial change came when Xun You targeted the very social fabric of the delta.

Samatata was deeply entrenched in a rigid, thousands of years old caste system. The Brahmanical priests and Kshatriya warriors held absolute, unquestionable superiority, while the touchables and lower castes were treated worse than stray dogs.

Xun You recognized that this overly strict class division caused a massive dangerous disconnection within the populace. An army where the soldiers fundamentally despised their commanders, and where a massive portion of the population was forbidden from holding a weapon or owning land, was a weak, fractured army.

Through the puppet King, Xun You mandated that the society be restructured to loosely follow the rules of the Hengyuan’s societal classes. While they could not erase religion overnight, they brutally enforced a new doctrine, utility and military prowess superseded birthright.

The decree allowed commoners and even the lower castes to earn significant wealth, own agricultural land, and achieve officer ranks in the military through proven merit and loyalty to the state. It essentially created a new, highly motivated middle class and a fiercely loyal standing army that owed its new status entirely to the new regime.

Of course, this radical societal shift received a massive, immediate backlash.

The powerful religious leaders, the Brahmanical high priests, and the wealthy, old blood nobles were furious. They felt the new laws trampled upon their religious dignity and eroded their ancestral, divine right to rule. Several powerful high priests stormed into the grand throne room, demanding that King Samudrasena instantly revoke the decrees, threatening holy retribution and mass protests.

But there was absolutely nothing they could do.

Huang Zhong and Xun You did not negotiate with faith. When a cabal of furious nobles attempted to organize a secret rebellion to overthrow the King and reverse the laws, the Oriole Agents, utilizing their newly recruited network of invisible street orphans and untouchables, discovered the plot within hours.

That very night, the heavily armored Hengyuan soldiers dragged the conspirators from their opulent beds. They were silently executed in the palace dungeons, their bodies fed to the delta crocodiles. The next morning, Huang Zhong simply informed the remaining priests that any further complaints regarding the new social order would result in their temples being burned to the ground and their gold confiscated for the war effort.

The priests looked at the terrifying, heavily armored foreign general, realized they possessed absolutely no military power to resist, and swallowed their holy pride. They accepted the new reality.

As the society was violently pulled into a new era of efficiency, the grueling preparation for Samatata to become the ultimate puppet vassal continued unabated. The goal was expansion, and expansion required an army that did not break.

The remnants of the Samatata army, once a disorganized, arrogant force reliant on mercenaries and uncoordinated elephant charges, were completely broken down and rebuilt from the mud up.

Huang Zhong personally oversaw this entire, brutal protocol. He established massive, hidden training camps deep in the dense bamboo forests, far from prying eyes. Here, the native soldiers were relentlessly drilled to follow Hengyuan’s strict, uncompromising military requirements.

They were stripped of their curved swords and light leather armors. Instead, they were taught how to form the impenetrable, interlocking shield walls of the mainland heavy infantry. They were trained to march in perfect, silent synchronization, responding to drum beats and flag signals rather than chaotic shouting.

The training extended all the way up to the native generals. Men who were used to leading from the rear were forced by Huang Zhong to stand in the front lines during grueling, live steel sparring sessions. They were taught the absolute necessity of supply lines, scouting, and combined arms tactics.

While Huang Zhong forged the physical blade, Xun You sharpened the mind.

Xun You completely oversaw the restructuring of Samatata’s war and strategy ideology. He replaced their ancient, honor bound skirmish tactics with the ruthless, highly pragmatic logic of Hengyuan warfare. He taught the native commanders how to utilize terrain to negate enemy cavalry, how to employ deceptive supply routes, and the psychological value of total, overwhelming surprise.

Xun You stood before a chalkboard in the hidden command center, lecturing a group of terrified but attentive Samatata generals.

”War is not a duel of honor between two kings,” Xun You stated coldly, tapping the board with his fan. ”War is the efficient annihilation of the enemy’s ability to resist. When the time comes to march on Vanga, you will not challenge their fleets on the open water. You will burn their drydocks in the dead of night. You will poison their wells. You will operate on the level of the Hengyuan Dynasty.”

Xun You looked at the hardened faces of the native commanders. He was absolutely sure that when the inevitable proxy war erupted, and Samatata operated with Hengyuan discipline and mainland steel, none of the neighboring kingdoms or wild frontier tribes would be able to stand against them. The meat shield was becoming a sword.

As the internal consolidation and the brutal military drills continued in the shadows, the external illusion had to be flawlessly maintained.

The sudden, chaotic silence from Samatata’s eastern borders over the past few months had not gone unnoticed by the rest of the Indian subcontinent. The neighboring kingdoms, highly suspicious and endlessly opportunistic, had sent their finest diplomatic envoys to Karmanta to meet with King Samudrasena.

They wanted to find out exactly what kind of battle had happened on the frontier. More importantly, they wanted to gauge the current strength of Samatata, probing for weaknesses to see if they could launch an invasion and carve up the fertile delta for themselves.

The grand throne room of Karmanta was prepared for the grand deception.

Huang Zhong and Xun You had made absolutely sure that no sign of the Hengyuan presence could be detected by the foreign spies. The crimson banners were hidden away. The heavily armored mainland guards were replaced by native soldiers in their traditional, albeit newly polished, armor. The palace was scrubbed of any mainland influence.

Furthermore, they had intentionally restored the visible areas of Samatata to a pristine, normal condition. The markets were bustling, the ports were moving grain, and the King sat upon his throne, draped in his usual arrogant silks, looking every bit the wealthy, independent monarch he had once been.

The heavy wooden doors opened, and the envoys from the naval titan Vanga and the chariot riding kingdom of Pundravardhana entered. They were proud, calculating men, their eyes darting around the room, searching for the scent of blood or the cracks in the kingdom’s armor.

King Samudrasena, heavily coached by Xun You and terrified of the invisible crosshairs aimed at his back from the shadows, played his part flawlessly.

”You come seeking news of the east,” the King boomed, his voice carrying a practiced, arrogant confidence as he looked down at the envoys. ”You heard rumors of a grand invasion. You heard whispers that Samatata was bleeding.”

The envoy from Vanga, a tall man draped in pearls, bowed smoothly. ”We merely heard the thunder of conflict, Your Majesty. We came to offer our... condolences, should your border forts have fallen to the eastern barbarians.”

The King let out a loud, mocking laugh that echoed perfectly in the hall.

”Condolences? Keep them for your own weak borders,” the King scoffed, waving his hand dismissively. ”It is true, a massive, unorganized horde of eastern savages attempted to cross our rivers. They thought the monsoon rains would hide their approach.”

The King leaned forward, his eyes flashing with a feigned, martial pride. ”But they were fools. Our majestic war elephants crushed their vanguards in the mud. Our archers darkened the skies and drove them back into the jungles they crawled out of. We did not just repel them, we slaughtered them. We have secured a new trade pact with the terrified survivors, entirely on our own terms.”

The envoys exchanged a quick, uncertain glance. The King’s confidence was absolute. The palace guards looked disciplined and well fed. The city outside was thriving.

”So, Samatata emerged victorious,” the envoy from Pundravardhana noted, his tone laced with a hint of disappointment.

”We emerged stronger than ever,” the King declared, his voice hard. ”Tell your masters that the delta remains impenetrable. Tell them that if they test our borders, they will share the fate of the eastern horde.”

As the envoys bowed deeply and retreated from the throne room, their minds racing with the false narrative they had just been fed, Xun You stood hidden behind a heavy silk tapestry in an alcove above the throne.

He watched the foreign diplomats leave, a cold, satisfied smile gracing his lips. The deception was absolute. The neighboring powers believed Samatata was an arrogant, independent victor. They had no idea that the very ground they walked on belonged to Lie Fan, and that the kingdom they sought to carve up was slowly and methodically preparing to devour them all.

With the foreign envoys successfully bluffed and sent back to their respective courts with tales of Samatata’s arrogant independence, the hidden Hengyuan commanders breathed a collective, momentary sigh of relief. The grand deception had worked flawlessly. The neighboring powers, particularly Vanga and Pundravardhana, now believed the delta kingdom was strong enough to repel a massive invasion, but isolationist enough to not be an immediate, existential threat.

This bought Xun You and Huang Zhong the most precious resource in war, time.

Operating under this perfectly maintained illusion of peace, Samatata could quietly and violently continue to accumulate its power. Deep in the bamboo forests and hidden valleys, the training camps roared with the sounds of marching boots and clashing steel. The native soldiers were drilled from dawn until dusk, their bodies hardening under the relentless discipline of Hengyuan instructors.

However, the neighboring kingdoms were not entirely foolish. While the envoys had been convinced by the royal theater in the throne room, the kings of Vanga and Pundravardhana still desired raw, unfiltered intelligence. They needed to know the exact numbers, the morale of the troops, and the true extent of the damage caused by the supposed ”eastern savages.”

To acquire this, they deployed their own networks of spies and infiltrators across the muddy borders into Samatata. These were seasoned men, assassins disguised as merchants, scouts masquerading as wandering ascetics, and spies embedded in river trade caravans. In any other era, against any other Indian kingdom, they would have been highly effective.

But they were stepping into a delta that had been entirely enveloped by the shadow of the Black Dragon.

The foreign spies were immediately met by the Oriole Agents, who operated on a level of intelligence gathering and counter-espionage that was vastly, terrifyingly superior to anything the subcontinent had ever seen. The Orioles did not just have better training; they had the absolute advantage of the invisible, discarded caste.

When a Vanga spy, disguised as a wealthy silk merchant, attempted to bribe a local magistrate for troop counts, he didn’t realize that the ragged beggar sitting by the tavern door was an Oriole informant. When a Pundravardhana scout tried to map the new aqueducts under the cover of night, he was completely unaware that the untouchables cleaning the latrines were watching his every move.

The cleanup was swift, utterly efficient, and ruthlessly silent.

The foreign spies were eliminated without a single trace. There were no messy public executions, no diplomatic incidents, and no bodies left floating in the river to raise alarms. The spies simply arrived on Samatata soil, walked into an alleyway or rented a room in an inn, and vanished from the face of the earth. Their throats were slit in the dark, their bodies buried deep in the muddy swamps, and their counterfeit coins added to the Oriole treasury.

They couldn’t even do anything much. Before a Vanga spy could even sketch a map of a single fortified granary, a silenced Hengyuan crossbow bolt would find the back of his neck.

Back in their own courts, the kings of Vanga and Pundravardhana waited weeks for their spies to return. When silence was their only answer, a deep, unsettling paranoia began to take root. The absolute disappearance of their best infiltrators sent a chilling message.

Due to this terrifying, unnatural silence, the foreign powers knew that Samatata had suddenly become exponentially more powerful, both militarily and internally. A kingdom that could swallow a dozen elite spies without a burp was not a kingdom to be trifled with. Consequently, Vanga and Pundravardhana became much more cautious. They pulled their border patrols back, heavily fortified their own defensive lines, and ordered their navies to keep a wide berth of the delta.

However, because the Oriole Agents ensured that no intelligence leaked out, and because King Samudrasena maintained a strict, diplomatically aloof attitude, there was no sign of Samatata wanting to pursue outward expansion. The foreign powers, while highly cautious and deeply unsettled, were not panicked into forming an emergency coalition. They watched the delta like a sleeping tiger, unaware that the tiger was already awake, armed with mainland steel, and preparing to pounce.

While the bloody, silent shadow war raged in the tropical mud of the southwest, the world continued to turn. Three peaceful, prosperous months passed by in the heart of the empire.

In the golden metropolis of Xiapi, the biting chill of the early year had fully surrendered to the vibrant warmth of summer. The city was a sprawling testament to the success of Emperor Lie Fan’s reforms. The markets overflowed with exotic goods, the academies echoed with debate, and the foundries continued to push the boundaries of science.

However, the biggest, most anticipated event of the summer in the capital was not a military parade or a new imperial decree. It was the marriage of Zhuge Liang and Huang Yue Ying.

Given their immense status, he being one of the greatest strategic mind of his generation and also the Minister of Personnel, and she being the pioneering genius who had birthed the steam engine, the public expected a massive, continent stopping celebration. They expected parades of elephants, mountains of gold, and a feast that would last for weeks.

But Zhuge Liang and Yue Ying were scholars at heart. They had spent their courtship over blueprints and thermodynamic equations, not lavish banquets. They desired a marriage that reflected their personalities: profoundly deep, intellectually bound, and entirely serene.

They held their wedding in a beautifully manicured, private bamboo garden on the outskirts of the capital, away from the roaring noise of the city and the foundries. It was not a grand, ostentatious affair. The decorations were simple, elegant silk lanterns and fragrant plum blossoms.

However, while the setting was private, the guest list was a staggering collection of the highest-level people in the entire dynasty.

The inner council advisors and strategists that are doesn’t in the capital all of course attended, offering intellectual and incredibly expensive gifts of rare historical texts and intricate astronomical instruments. The veteran engineers Liu Ye and Huang Chengyan wept openly with joy as the couple bowed to the heavens and the earth.

But the most prestigious guests, whose very presence elevated the wedding into the annals of history, were of course Lie Fan and the Imperial Family.

Lie Fan, dressed in elegant, understated blue robes, sat at the head table with his wives. He watched with a warm, genuine smile as Zhuge Liang, looking incredibly handsome and slightly nervous in his red wedding robes, gently lifted the veil from Yue Ying’s face. When they shared their first cup of ceremonial wine, the Emperor raised his own cup in a silent, profound toast to the two minds that would help carry his empire into the future.

”May your union be as enduring as iron and as brilliant as the stars,” Lie Fan declared quietly to his wives, a sentiment that echoed the deep respect he held for the couple.

Other than the monumental wedding, the next biggest event dominating the societal discourse of the capital, and rapidly spreading to the provinces, was the explosive, unstoppable momentum of the women’s movement.

Thanks to Lie Fan deliberately making his five beloved wives the absolute pioneers of female empowerment, the societal landscape of Hengyuan had radically shifted. Empress Ying Yue led the hospitals, Diao Chan mastered the arts, Cai Wenji dominated academia, Lu Lingqi commanded the female heavy infantry, and Zhen Ji ruthlessly controlled the economic pulse of the empire.

Seeing the Emperor openly, proudly support his wives in such high ranking, traditionally male dominated roles had shattered thousands of years of entrenched patriarchal stigma. The cultural floodgates had been thrown wide open.

Now, across the empire, women were no longer confined to the inner courtyards. They were working in the apothecaries, teaching in the lower academies, and serving as vital clerks in the bureaucratic ministries. Even more remarkably, thousands of common born women were taking the initiative to build their own small businesses. From bustling street side noodle stalls to complex, highly lucrative silk weaving cooperatives, female entrepreneurs were rising.

In many documented cases, the meticulous, detail oriented nature of these women made their businesses even more successful and profitable than those run by men. The imperial tax collectors noted a significant, massive surge in economic revenue directly tied to female owned enterprises.

The imperial guards and the city magistrates, under strict, uncompromising orders from Lie Fan, protected this movement. Any man caught harassing a female merchant or attempting to forcefully shut down a woman’s business faced brutal, immediate public flogging. The women’s movement continued to grow stronger, wealthier, and more influential than ever before.

However, this rapid, unprecedented societal evolution eventually spawned a dangerous and deeply radical idea that began brewing in the quiet corners of the academic salons and the wealthy merchant guilds.

It started as a philosophical whisper among the most radical scholars. If women could run businesses, command armies, and manage the empire’s finances... why couldn’t a woman rule the empire itself? The idea began to quietly circulate that, perhaps in the future, a firstborn Princess could legitimately become a ruling Empress, inheriting the Dragon Throne in her own right, regardless of whether she had brothers.

When the Oriole Agents intercepted these whispers and delivered the reports to the imperial study, Lie Fan did not smile. The warm, progressive husband vanished, instantly replaced by the cold, calculating, and deeply traditional Emperor. Lie Fan had to decisively squash this idea before it could take root and fracture the empire. It was not that he discriminated against women’s capabilities, bhis own wives were proof that he believed in their sheer brilliance. He had shattered countless traditions to elevate them. He was perfectly willing to allow a woman to become a ruling Duchess, a powerful provincial governor, a city mayor, or a grand general.
