Endless Winter: My Camp Upgrades Infinitely

Chapter 1810: Chapter 578: Xiahou Yong and Jiang Yiqing, New Officials Assume Office (Part 3)

Establishing the position of Governor is necessary in Jiang Yiqing’s opinion, but as Xiahou Yong said, this Governor position that the Minister aims to establish can directly oversee the local Eight Departments, with its name listed under the Garrison Department, holding a Third Rank title. Everyone in Great Xia knows that Director Yuan of the Garrison Department is firmly in the Minister’s faction, which clearly indicates ulterior motives behind this arrangement.

“It seems that in recent years, the Eight Departments have been split and pulled in various directions, creating severe conflicts, and the Minister of the Central Government is having trouble controlling them. Therefore, he intends to use the Governor position to seize local power.”

Jiang Yiqing obviously hit the nail on the head, as Xiahou Yong immediately nodded, his eyes flashing slightly as he said, “It’s just a proposal right now, and it needs the Lord’s approval.”

“After the Evergreen Valley’s great victory, the Lord intends to cease hostilities with Cai Qiu and has begun negotiations. Once the war officially ends and the Lord returns, he will definitely reward merits from this northern expedition. If he approves the Minister’s proposal, then this Governor position will become highly coveted…”

Jiang Yiqing’s expression shows interest; he naturally does not have a chance at the Governor position, but being a fifth-generation descendant of the Jiang Family, his great-grandfather Jiang Xinfan is entirely eligible, as are the top descendants in the third and fourth generations of the Jiang Family, who also have the qualifications to compete for the Governor role.

“The Great Xia territory is vast; excluding the various districts in the Capital City, there are currently major cities like Long Mountain, Wushuang, Zhaoyang, Hanqiong of Longyou; Wuyuan on Xing River North Bank, Hongmen at the eastern exit; Bashang, Jiangxia, Chui Mountain, Muyin; with the recent unification of the Southern Slope territory, five major cities in the north have also been brought under control; including newly built cities like Jiuqu, Baisong, East Ridge, Dongchuan, Jinyang in recent years, totaling nineteen major cities. This round of territorial expansion is quite exaggerated. The Minister will undoubtedly build more key cities, but the total won’t exceed 30, so the number of Governor positions is likely to be under 30.”

With this said, the answer essentially comes out.

Xiahou Yong’s eyes reveal a bright color as he says, “In our Great Xia, there are just over fifty Xianyang level individuals. The Eight Departments in Xia City will take up a big chunk, so the cultivation requirement for the Governor position will most likely be lowered to Cold Resistance level, meaning the top Cold Resistance level individuals are qualified to compete for the Governor role!”

While selecting officials in Great Xia, they focus on ability and experience, but before these, there is a mandatory requirement, which is strength. This is due to the special environment of Ice Abyss, so it is easily understandable.

No matter how high the experience or strong the ability, if the strength is lacking, it’s akin to a castle in the air. Not to mention protecting a territory for the Lord; they can’t even ensure their own safety. Moreover, under the extremely harsh conditions of Ice Abyss, human character becomes unusually bold, and fighting becomes the norm. An official without foundational strength can’t even control their subordinates, let alone govern the people.

“Xia Li·l·System Chapter states that once Basic Strength surpasses 60 bristles, there’s a high certainty of achieving Xianyang level; the higher the Basic Strength in the Cold Resistance phase, the greater the power increase upon breakthrough. Among our top Cold Resistance individuals in Great Xia, most currently have a strength above 60 bristles, and many intentionally hold back from breaking through. Calculating this way, many meet the strength criterion, so the focus is on evaluating ability, experience, and the military merits from this northern expedition.”

“Yue Feng, Lin Kai, Lu Yang, Xiao Kangcheng, Zou Yuankai, Li Longkai, Li Yuankun, Liu Yuan, Zhao Long, Zhao Hu, Zhao Bao, Ying Xuan… just those I can think of form quite a group. No need to imagine; unless my great-grandfather and Grand Uncle Xiahou both return, I expect our two families will be fortunate if one Governor emerges.”

Hearing this, Xiahou Yong paused to think and couldn’t help but nod.

It is indeed so; the Jiang Family and Xiahou Family haven’t been part of Great Xia for long and lack advantages compared to the old members of Great Xia, relying on Xiahou Zhang and Jiang Xinfan alone to maintain some status due to their Xianyang level cultivation.

Especially as Jiang Xinfan is currently operating in Chen Cang, and my great-grandfather Xiahou Zhang…

Upon thinking this, Xiahou Yong’s face revealed a subtle change in color, as he leaned in slightly and whispered to Jiang Yiqing, “Yiqing, my great-grandfather is not in Chen Cang, nor in Cai Qiu. As far as I know, the Minister has assigned him to one of the two other territories of Moao River, though I’m not sure exactly which one.”

Upon hearing this, Jiang Yiqing’s expression froze, but quickly he figured something out. His pupils showed a hint of surprise, and he couldn’t help but swallow.

Great Xia is just beginning to engage and connect with Cai Qiu and Chen Cang, but the Minister is already starting to plan in the other two territories!

“Gentlemen, we have arrived at Qinghe Inn…”

As Jiang Yiqing was pondering, the slow-moving carriage suddenly stopped. Upon hearing the porter’s reminder, he was suddenly aware that they had arrived at their destination.

Both families gradually disembarked from the carriage, quickly settling their wives and children in the inn before heading together towards the town’s government office.

This time, they are here to assume their duties. Even though Jinbi Dragon River is not far from Hongmen City, its superior department is Qinghe Town, so they need to report first to Qinghe Town’s government office before going to their respective territories.

“The Qinghe Town Governance is under Hongmen’s jurisdiction, with the Chief being Cheng He, Deputy Guardian of Hongmen; since Jinbi Dragon River’s two villages are under Qinghe Town’s indirect management, he will be our superior from now on.”

Upon hearing Jiang Yiqing’s words, Xiahou Yong nodded. Visiting one’s superior before assuming duty is both necessary procedure and etiquette.

“Before coming here, I inquired about this person. He is 38 this year, coming from Long Mountain. His father, Cheng Guang, was one of the Longshan Eight Great Vajra in his early days, and now ranks among the six great masters of Xia Palace. Cheng He is undeniably a descendant of a noble family, but it is rumored that during the battle of Longyou, he was captured personally by the Minister who led the army, hence his loyalty to the Minister. This makes things quite interesting…”
