Ember Legion

The first day after the night voices, the Harbor Defense Council squared its books.

The works registry lay open on the old customs house table, and Zhou Zhengting went through it line by line: the registry said how many gabions had gone down, the stockyard ledger said how many were left, the stone blocks at the main junction accounted for the rest. Three sets of numbers, matched. He drew a pencil stroke in the margin and moved on. After the gabions came the rods, after the rods the ammunition—how many rounds the Ember Guard had burned in the night fights, how many the reloading press had turned back out—a stroke in the margin for every line.

Wen Heng ran the wounded: seven hurt on the water line, two on the north wall, all light, and the bandage count came out exact, not one roll over. She also logged three extra bedrolls at the med station—three soldiers off the north wall who said they couldn’t sleep against a wall anymore and would rather curl up next to the wounded.

Grain, ammunition, the extra water the stoves burned every day—line by line it all went up on the board. By noon the board had one column nobody had expected: candidates waiting to join the Ember Guard, forty-seven.

Three days ago, the number had been six.

The line ran from the barracks door all the way to the granary wall. An old militiaman squatted at the edge of it smoking for half an hour, ground the stub into his shoe sole, stood up, and walked to the back of the line. A young fellow had brought his late brother’s fishing spear—couldn’t join empty-handed, he said.

The aunties kept carrying boiled water to the barracks door, jar after jar, nobody organizing it, and nobody letting it run dry—one set a jar down, squatted, and watched the drill shadows on the wall inside for half an age before remembering the water still sitting on her stove. Chen Jin came back from the drain lip, saw the line, stood looking at it for two breaths, then went around the back way in.

At the end of the line stood a wool overcoat.

The night voices had wrecked the whole city: shoes people had stepped out of hanging on the sandbag course, scattered along the drain lip, every face shaded green under the eyes, everyone’s hair smelling of stove smoke. The wool overcoat was clean as ever, trouser creases sharp, shoes bright enough to catch the torchlight. Bi Chengzhang stood with his hands behind his back and read the whole line the way he read everything—one pass, lips moving faintly, and he was done counting.

”Forty-seven now,” he said, turning to Chen Jin with a nod. ”Three days ago I counted six.”

Chen Jin didn’t answer that. He went along the edge of the line, and Bi Chengzhang didn’t follow. He turned toward the old customs house instead. Over at the port authority building, the top-floor windows had stayed lit until dawn—the whole city dreaming, and that one lamp steady as a hammer.

That afternoon, a blue-bound act and a committee order appeared on the council table.

Bi Chengzhang came in person, with the silk-vested committee man and two enforcement men. He sat, poured himself a bowl of water, and pushed the bowl across to Zhou Zhengting. ”Good news first. The orbital port is gone—Luan Harbor is not. People, accounts, all still here. That’s capital. These drains of yours were held well. The report I sent up kept your credit word for word. Vice-Captain Zhou, who cut Grey Jaws, why Snaptooth has stopped coming at night—upstairs reads all of it.”

Zhou Zhengting didn’t touch the water. ”Committee Member Bi. Say it straight.”

”The committee sat all last night.” Bi Chengzhang kept his voice low. ”The whole city talked in its sleep. Sentries went down. The main junction nearly came apart, and three men on the north wall had to be tied. Vice-Captain Zhou, the bugs didn’t break in—the city cracked an inch on its own first. An inch inside, and they come a foot.”

He let that sit for a breath, then slid the paper across. ”So, three things, starting today. Curfew, from first night watch to dawn watch, the whole city—out without orders, it’s treated as aiding the enemy. Grain goes under committee allocation. All stores inventoried, issued by head count. And all city defense units fall under unified committee command—the Harbor Defense Council becomes an advisory seat. It discusses. It doesn’t decide.”

Zhou Zhengting read the order top to bottom, then bottom to top. He drew out the Harbor Defense Code and turned to Article Nine. ”Defense authority rests with this council. Committee Member Bi, which article is your order standing on?”

It was the question Bi Chengzhang had been waiting for. He pushed the blue-bound act forward. ”The Wartime Control Act. Co-signed by all three houses of the Star Ring Assembly—in force the moment a siege begins. Article Seven: in a state of siege, the control committee administers civil affairs—grain, curfew, labor.” His finger came down on Article Seven, twice. ”Vice-Captain Zhou, your Article Nine covers holding the ground. My Article Seven covers how the city lives while you hold it.”

”The orbital port fell in one night. The Assembly’s next patrol fleet, forty days at the soonest. For those forty days, the committee administers.” He stood and brushed at a speck of dust that wasn’t there. ”An advisory seat is not being sidelined, Vice-Captain Zhou. It’s a lighter load.”

Nobody in the room said anything.

Zhou Zhengting’s enamel cup turned half a circle in his hands and stopped. He went through the blue act, page after page, to the last article, and closed it. The room was quiet enough to hear the enforcement men’s boot heels scrape. The silk-vested man cleared his throat and started, ”The regulations are the regulations, and a wise man bends with—” Bi Chengzhang’s hand came up and stopped him. He didn’t want backup. He stood, and he waited.

”This order,” Zhou Zhengting said, ”is accepted.”

He picked the act up the way he picked up his own ledgers. The enforcement man left the blue binding behind—”the committee still needs it”—and they went. The men left, and the thing they’d brought stayed, and from then on the room held one book that wasn’t its own. Zhou Zhengting set the act on top of his stack of registers and pressed it flat. Only afterward did he remember: by the rules, an objection comes before acceptance. Accepted meant no objection.

At the stairs Bi Chengzhang stopped and looked back. ”Chen Jin, I’ll speak to him myself. No need to carry messages.”

At dusk the new notice went up on the board, paste smell drifting half a street. The paste bucket was Bi Chengzhang’s own, brush brand-new—a kid in the crowd reached for the bucket rim and got one look from an enforcement man and pulled back.

Seven articles, one under another, the ink drying slowly. At the foot of Article Two, a line of small print: any pledge or promise previously made by any unit or person, where it conflicts with this act, this act governs.

The candidate line had not broken up. Forty-seven, reading it through by torchlight, article by article. Somebody said the small print out loud. At Article Seven the line went quiet. Article Seven: the Ember Guard to be temporarily incorporated as the Committee’s First Direct Unit, supplied and paid by the committee, under committee orders.

The kid with the fishing spear asked, ”We’ve stood in this line three days. Are we in it, or not?”

Nobody answered. Bi Chengzhang stood across the street under the eaves, waiting for exactly that silence.

Chen Jin stood at the notice board a long time. He read all seven articles, then the small print again, and only then walked over.

”Twelve rifles held seven drains and walked a city’s sleepwalkers back from the water.” Bi Chengzhang said. ”A unit like that, the Assembly can pay for. First Direct Unit. Equipment priority. Double pay. Your men shouldn’t starve with you, Captain Chen.”

”Who signs the incorporation?”

”I do.”

”Who signs the deployment orders?”

”I do.”

”Then it’s not incorporation,” Chen Jin said. ”It’s a purchase.”

Bi Chengzhang laughed—one short note, not offended. ”Purchase, incorporation—either way it lands in a soldier’s bowl as grain. The grain passes through my hands and so does the blade. You call it a purchase, Captain Chen. I call it order. Grain without order doesn’t see a third day.”

”The committee is short one seat for city defense.” He took half a step closer, voice down, the way a man discusses a perfectly ordinary deal. ”Full seat. Council badge. A floor of the port authority building held for you. A mind that held the drains is worth more at a table than in a drain.”

”The drains aren’t finished.”

”Forty-seven people will finish them for you.”

”Forty-seven people came for the Ember Guard,” Chen Jin said. ”Not for a direct unit.”

Bi Chengzhang held his eyes for two breaths, nodding slowly, filing it. ”Then Article Seven stays on the board. Pay goes out, orders don’t—did you think I was in a hurry for your twelve rifles?” He turned toward the port authority building, made two steps, and looked back. ”I’m in a hurry for the forty-seven. Forty-seven today, a hundred tomorrow. A unit the city trusts more than its notices—that stops being order, Captain Chen. The berth works reopen tomorrow, port district hires first, pay daily. If somebody peels the notice down tonight, we put up another tomorrow. I bought three buckets of paste.”

He brushed his cuff. ”Whether you keep that line of men doesn’t live in Article Seven. It lives in whatever you give them besides grain. We have all the time in the world.”

First night of curfew, two rounds past, the streets empty enough to hear the notice’s edge flap in the wind. Enforcement men stood one to a block, torches low, keeping to the dark.

Chen Jin went back and read the notice again. The forty-seven sat along the barracks wall, passing Article Seven from one pair of eyes to the next. Nobody spoke, and nobody left. The torch hand changed three times; the line was still forty-seven.

From the granary wall Xiaosui came over with the torch and the hot water. She set the bucket down, looked at the notice first, then at him. She held the torch high, and the light put every word of Article Seven out clear.

”Brother,” she said. ”I read them Article Seven. They said whether they go is up to you.”

She paused, then added, ”And one of them said—the pledge has your thumbprint in it. Older ink than the notice.”

Chen Jin didn’t answer. The wind lifted the paper’s edge again.
